Our People and Culture department is committed to creating a positive workplace and a collaborative, innovative and an inclusive culture that aligns with the City’s values and mission. We are seeking a dynamic and experienced Manager, People & Culture Services to join our People and Culture team.

Responsibilities

Reporting to the Director, People & Culture, the Manager, People & Culture Services provides strategic and operational leadership to a team of People & Culture Business Partners delivering comprehensive human resources generalist services through a client group–based model, and supported by a People & Culture Coordinator. This role is responsible for ensuring People & Culture services are delivered in a proactive, integrated, and consultative manner that supports organizational effectiveness, employee experience, and the City’s vision, values, and strategic priorities.

As a trusted advisor and leader, the Manager fosters strong partnerships with people leaders across the City, enabling people-centred solutions that balance operational needs, legislative compliance, and long-term workforce sustainability within a public sector and unionized environment.

The Preferred Candidate Will Possess

  • Strong knowledge of HR generalist practices (including: disability case management, labour relations, talent acquisition, employment legislation, and collective agreement administration).
  • Demonstrated ability to lead through influence and build effective partnerships with senior leaders and diverse stakeholders.
  • Proven people leadership skills, including coaching, performance management, and team development.
  • Strategic thinking with the ability to translate organizational priorities into practical people solutions.
  • Excellent communication, problem-solving, and conflict-resolution skills.
  • Commitment to equity, diversity, inclusion, accessibility and reconciliation in the workplace.

Requirements

The ideal candidate has a University degree with specialization in human resources, leadership, organizational psychology, change management, or a related field, or an equivalent combination of education and experience, along with education or experience in organizational design and development, continuous improvement and change management, and project and program delivery. A CPHR designation is preferred.

During the recruitment process, applicants will be requested to provide a current Police Information Check (PIC).

Compensation

We offer an attractive remuneration and benefits package for this exempt position, including a compressed work schedule. The salary range is: $119,964.00 – $141,132.00* (2024 rates).
