Assessment Specialist (Structural) at City of Winnipeg
Under the supervision of the Maintenance Coordinator, the Assessment Specialist (Structural) is responsible for performing condition assessments of building structural systems and interior finishes, and other various systems that are within the portfolio of Municipal Accommodations.
Facility condition assessments are required to ensure that best Asset Management and Sustainability practices are met, as well as identifying maintenance and critical building issues for the building portfolio.
As the Assessment Specialist (Structural), you will:
- Perform physical building assessments with focus on structural systems (foundations, superstructures, interior systems and finishes, building egress and access, roofing systems, cladding, etc.) of approximately 1,700 buildings and other assets.
- Update data received from external sources. Recommend enhancements to the existing maintenance program(s) from assessment observations.
- Generate and provide asset data reports, maintain assessment software training and assist in training new staff.
Your education and qualifications include:
- Journeyperson Carpenter trade licence with five (5) years related experience.
- OR Certified Engineering Technologist designation related to the field of Architecural and Structural Construction, and eligibility for membership with CTTAM.
- Interior Systems Trade Certification or other trades licences are an asset.
- Five (5) years experience working in building construction and maintenance with focus on the building construction trade.
- Experience with maintenance of a variety of building systems (structural, mechanical, electrical, civil).
- Experience with various building types (recreational, commercial, residential).
- Experience with various building construction and codes (new construction, 1960’s construction and historic buildings).
- Experience working with various trades (consultants, engineers, carpenters, technologists, plumbers, HVAC mechanics, electricians, etc.)
- Experience in using Microsoft Office suite (Office 365, Sharepoint, Outlook, Word, Excel).
- Experience in using database management systems such as VFA, Maximo, PeopleSoft, or equivalent.
- Experience in construction cost estimation.
- Knowledge of the National Building Code, Manitoba Building Code and regulations.
- Knowledge of Accessibility Design Standard.
- Ability to read and understand construction drawings and specifications.
- Ability to train and provide direction to staff regarding the methods, practices, and operational duties in relation to the carpenter trade.
- Ability to work as part of a team, establish and maintain positive working relationships with other staff, internal and external stakeholders, contractors and consultants.
- Ability to work independently with minimal supervision.
- Ability to write effectively and concisely.
- Strong verbal communication skills.
- Strong organizational skills with the ability to prioritize, multi-task, and meet deadlines.
- Demonstrated knowledge of safety regulations, legislations and best practices such as Working Alone, Transportation of Dangerous Goods, WHMIS.
- Various safety training as required.
- Training in specific Building Assessment tools/software used by the City of Winnipeg (within 6 months).

Conditions of employment:
- The successful candidate must maintain legal eligibility to work in Canada. If the successful candidate possesses a work permit, it is their responsibility to ensure the permit remains valid.
- Must possess and maintain a valid Class 5 Manitoba Driver’s License. The successful applicant will be required to provide a driver’s notice in force document upon request.
- A Winnipeg Police Service Level 2 Security Clearance satisfactory to the employer will be required from the applicant(s) or successful candidate(s).
- A Child Abuse Registry Check satisfactory to the employer will be required from the successful candidate, at their expense.
- Must possess a St. John’s Ambulance Emergency First Aid Certificate or equivalent.
