The Public Sector client is seeking a Senior Special Advisor to support enterprise digital transformation initiatives within the Department of National Defence. This role focuses on the modernization of high-priority programs through the design and implementation of integrated, automated, and user-centric digital solutions leveraging Microsoft 365, SharePoint Online, and Power Platform.
The successful candidate will play a key role in replacing manual and email-based processes with scalable digital workflows that improve operational efficiency, enhance data visibility, and support compliance with Government of Canada digital and information management policies.
Duties include but are not limited to:
- Replace generic email-based intake and tracking with a SharePoint- and Power Platform-enabled workflow, enabling self-service submissions, automated routing, and real-time status visibility
- Identify paper-based processes, design SPO-based official records solutions, and accelerate adoption through targeted automation and permissions structures
- Build automated, Power BI-enabled dashboards that consolidate reporting data for senior leaders and the L1 IMO community, simplifying reporting and enabling cross-organization visibility
- Collaborate with program owners, IMOs, and technical teams to ensure solutions meet compliance, governance, and operational needs
- Conduct a comprehensive review of existing processes within Open Government, Defence Digitization, and IM Program Health Reporting
- Identify pain points, inefficiencies, and opportunities for automation and digitization
- Assess current usage and capabilities of Microsoft 365, SharePoint Online, and Power Platform within DKIM
- Map existing workflows and data flows to establish a baseline for transformation
- Align assessment outcomes with the Defence Digitization Strategy and TBS Digital Standards
- Develop a project charter outlining scope, objectives, timelines, and resource requirements
- Identify and evaluate potential digital solutions using M365, SPO, and Power Platform
- Compare solution options based on scalability, user experience, compliance, and integration potential
- Conduct risk assessments for each option, including data security, change management, and governance implications
- Recommend preferred solutions for each transformation stream, supported by rationale and alignment with federal digital policy
- Document findings in an options analysis report for stakeholder review
- Identify key stakeholders across program areas, including IMOs, program owners, technical teams, and senior leadership
- Facilitate workshops and consultations to gather user requirements and validate pain points
- Ensure stakeholder input is incorporated into solution design and prioritization
- Communicate the strategic value of transformation initiatives in the context of departmental and government-wide mandates
- Establish feedback loops to support iterative development and continuous improvement
- Develop a phased implementation roadmap for each transformation stream
- Define milestones, dependencies, and resource allocations across short-, medium-, and long-term horizons
- Align roadmap with DKIM’s IM Forum Work Plan and Defence Digitization timelines
- Incorporate change management, training, and adoption strategies into the roadmap
- Ensure roadmap supports compliance with the TBS Policy on Service and Digital, including accessibility and user-centric design
- Design and build automated workflows using Power Automate, SharePoint Online, and Power Apps
- Develop Power BI dashboards for IM Program Health Reporting with real-time data integration
- Configure permissions, metadata, and governance structures to support official records management
- Test and validate solutions with end-users to ensure functionality, usability, and compliance
- Provide documentation, training materials, and support for deployment and adoption
- Prepare briefing materials summarizing progress, risks, and strategic alignment
- Deliver regular updates to senior leadership on transformation outcomes and impact
- Highlight contributions to Defence Digitization Strategy and TBS digital policy compliance
- Present metrics and dashboards demonstrating improved efficiency, transparency, and user experience
- Recommend next steps and future opportunities for scaling digital transformation across DKIM
The successful candidate will have the following:
- Certificate, diploma or degree in a relevant field from a recognized post-secondary institution, or an acceptable combination of education, training and experience
- Minimum five years of experience within the last ten years conducting strategic IM analysis in a federal government context
- Minimum three years of experience in business process analysis and or program design
- Minimum three years of experience using Microsoft 365, including SharePoint Online and Power Platform
- English Essential - Advanced oral, written, and comprehension proficiency required
- Reliability Status required
