The Occupational Safety and Health (OSH) Branch provides centralized leadership and oversight for workplace safety, employee health, and disability management across government departments. It develops policies, ensures compliance with legislation, and delivers programs that promote injury prevention, recovery, and well-being. The branch also provides case management for individual cases supporting timely and safe return to work and accommodation planning. Its integrated approach fosters a safe, healthy, and supportive work environment throughout the public service.
Duties:
Reporting to the Assistant Deputy Minister, Workforce Relations, the Director provides strategic leadership for the Government of Manitoba’s Occupational Safety and Health programs. This role oversees multidisciplinary teams to deliver safety, health, injury prevention, and disability management services, including WCB and LTD case management. It leads financial, human resource, and business planning, ensuring alignment with government priorities, and drives the development and execution of workplace safety and return-to-work strategies. The Director ensures compliance with legislation, advises senior executives, establishes performance metrics, and leverages data to inform decisions. The position fosters collaboration with internal and external stakeholders, represents Manitoba in interagency forums, and supports executive governance through policy development, strategic recommendations, and resource stewardship.
Qualifications:
Essential:
- University degree in Occupational Health and Safety, Psychology, Public/Business Administration, Human Resources, Disability Management, or a related field.
- Professional designations such as CRSP, CHSC, CDMP, or RTWDM are considered assets.
- Experience leading occupational health and safety, disability management, and injury prevention programs, including leading multidisciplinary teams and driving organizational change.
- Experience developing and implementing workplace safety, return-to-work, and disability management strategies and policies.
- Experience in managing human and financial resources, ideally within unionized environments; public sector experience is considered an asset.
- Experience building collaborative relationship with internal and external stakeholders including unions and Indigenous communities.
- Strong understanding of Manitoba’s Workplace Safety and Health Act and related regulations.
- Expertise in risk management, compliance frameworks, performance measurement (KPIs, balanced scorecards), and providing evidence-based policy advice to support executive decision-making using data and performance insights.
- Excellent interpersonal, negotiation, and communication skills for engaging diverse stakeholder groups.
Conditions of Employment:

- Must provide and maintain a satisfactory Criminal Record Check.
- Must be able to travel throughout Manitoba and to a variety of different workplaces and have a valid driver’s licence.
- Must be able to work overtime as required.
