Are you a dynamic, experienced emergency management professional passionate about supporting community safety and resilience? The City of Edmonton seeks a dedicated Emergency Management Officer to join our team.

Reporting to the Senior Manager of Emergency Management, you will play a pivotal role in developing, maintaining, and implementing the City’s comprehensive emergency management approach. In an environment of increasing climate-related risks and a growing, diverse population, you will utilize the key emergency management functions of mitigation, prevention, preparedness, response, and recovery. This vital work involves close partnership with regional entities (e.g., Alberta Health Services, Edmonton Police Services) in alignment with Government of Alberta standards. What will you do?

  • Contribute to the development and maintenance of the Municipal Emergency Plan, including developing and maintaining supporting procedures, guidelines and standards to deliver the emergency social services program in accordance with the Government of Alberta’s Emergency Social Services Framework
  • Maintain the City’s Rapid Emergency Support Terminal as the City’s flow through semi-permanent reception centre while identifying contingency plans should the City of Edmonton need to implement congregate living emergency accommodations
  • Ensure there are trained and available staff to operate the Emergency Support Response Team, which operates on a 24/7 basis to respond to local emergencies and requests for assistance endorsed by the Provincial Emergency Coordination Centre
  • Develop and mature relationships with community partners that augment the City of Edmonton’s emergency social services offering to ensure that the specific needs of vulnerable populations are anticipated and reflected in operational practices
  • Conduct hazard inventory and risk assessments in partnership with internal and external agencies (e.g., Edmonton Police Service) and determine how the results of those assessments influence the emergency social services program
  • Develop and deliver complex emergency exercises and simulations (including annual tabletop and full-scale exercises) to test emergency social service response capabilities, coordinating multiple internal and external agencies (e.g. the Canadian Red Cross)
  • Participate in the development of briefing materials to the Emergency Advisory Committee (EAC, or City Council in a specialized function) and the Emergency Management Agency (EMA, or the Executive Leadership Team, the Chief of Police, the Fire Chief and the Deputy Fire Chief of Community Safety and Risk in specialized functions)
  • Cover a 24/7 Duty Officer call rotation, acting as the City’s emergency management representative, and be prepared to recommend activation of the Municipal Emergency Plan — through this rotation, authorize the deployment of the Emergency Support Response Team to provide social services to displaced people, manage staffing/shifts for reception centers, and, when activated, assume a command position within the Emergency Coordination Centre
Qualifications:
  • Knowledge, training and/or education in Disaster and Emergency Management, Risk Management, Business, Public Administration, Emergency Services, Health and Safety Management or a related field; with emphasis on emergency planning or risk management
  • Experience in emergency management, with a strong focus on, or understanding of, Municipal Emergency Plans, emergency social services and community resilience
  • Proven experience within an activated Emergency Coordination Centre
  • A minimum of Incident Command System 200 certified

Preferred Qualifications:

  • Instructor qualified to deliver Incident Command System training
  • Business Continuity Planning certification from the Disaster Recovery Institute or equivalent
  • Certified Emergency Manager from the International Association of Emergency Managers, or eligibility for same based on experience

Skills required for success:

  • In-depth knowledge of emergency programs and experience as an Incident Commander/Director, “Chief of” or command staff in an activated Emergency Coordination Centre
  • Ability to make effective and calm decisions under time pressure with limited information
  • Strong communication skills (written and verbal) with the ability to facilitate training and interact with diverse agency and community partners
  • Demonstrated commitments to equity, diversity and inclusion, including the knowledge and experience as to how these commitments relate to emergency social services
  • Demonstrated ability to work independently and collaboratively, prioritizing tasks and ensuring completion within work plans
  • Demonstrated ability to support physically and psychologically safe working conditions for multi-disciplinary teams in high-pressure situations

Conditions of employment and work environment:

  • Up to: 1 permanent full-time position
  • Hours of work: 36.9 hours per week, Monday - Friday
  • Salary: $105,668.31 - $132,083.94 (Annually)
  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite
  • This position is eligible for the EDO program (Earned Day Off)
  • Hire is dependent upon a Police Information Check, including a Vulnerable Sector check satisfactory to the City of Edmonton
  • Valid Alberta Class 5 driver's license (or provincial equivalent); Must obtain business auto insurance for personal vehicle use on City business
  • Applicants will be required to arrange their own transportation and where appropriate will be reimbursed in accordance with City of Edmonton policy. This may require the applicant to obtain business use auto insurance
  • Obtaining and maintaining a City Driver's permit is a requirement of this position
