Candu Energy Inc., an AtkinsRéalis company has entered into an agreement with Ontario Power Generation (OPG) to deliver the Darlington New Nuclear Project (DNNP). The project is spearheading the deployment of the BWRX-300 Small Modular Reactor (SMR), the first of its kind built in the western hemisphere, and due to be on the grid by the end of this decade. We are looking for individuals with a strong technical knowledge and experience to support commissioning planning and execution activities.
Commissioning is a critical aspect in the DNNP project for several reasons:
Your role
The Commissioning Manager (CM), functionally report to Engineering Director – Site Technical Services and operationally report to Project Director, will predominantly represent AtkinsRéalis on site supporting oversight of commissioning, ensuring compliance with design, project plans, regulations, and safety standards. This role will require close collaboration with the subcontractor, the client, and engineering, procurement, and other project stakeholders. The successful candidate is expected to have significant experience in commissioning and project execution methodology and be able to integrate and positively influence the project through all phases from design to plant turnover.

Commissioning is a critical aspect in the DNNP project for several reasons:
- Ensuring Operational Readiness: Commissioning involves rigorous testing and validation of all systems and components to ensure they function correctly and safely. This process is essential to confirm that the SMR is ready for operation and can meet its performance specifications.
- Safety and Compliance: During commissioning, the SMR undergoes various safety checks and regulatory inspections to ensure compliance with all relevant standards and regulations. This helps to mitigate risks and ensures that the reactor operates within safe parameters.
- Quality Assurance: Commissioning helps to identify and rectify any issues or defects in the system before the reactor becomes operational. This phase is crucial for maintaining high-quality standards and ensuring the reliability of the SMR.
- Training and Familiarization: The commissioning phase provides an opportunity for the operational staff to become familiar with the new systems and procedures. This training is vital for ensuring that the staff can operate the SMR safely and efficiently.
- Integration and Optimization: Commissioning allows for the integration of various systems and components, ensuring they work together seamlessly. It also provides an opportunity to optimize the performance of the SMR, enhancing its efficiency and effectiveness.
- Project Milestone: Successful commissioning marks a significant milestone in the project, signaling the transition from construction to operation. It is a key indicator of project progress and readiness.
Your role
The Commissioning Manager (CM), functionally report to Engineering Director – Site Technical Services and operationally report to Project Director, will predominantly represent AtkinsRéalis on site supporting oversight of commissioning, ensuring compliance with design, project plans, regulations, and safety standards. This role will require close collaboration with the subcontractor, the client, and engineering, procurement, and other project stakeholders. The successful candidate is expected to have significant experience in commissioning and project execution methodology and be able to integrate and positively influence the project through all phases from design to plant turnover.
- Project Planning and Scope Definition: Develop comprehensive project plans, including timelines, budgets, and resource allocation. Define the project scope and deliverables in compliance with contract documents and client requirements.
- Team Leadership and Coordination: Assemble and lead a multidisciplinary project team, ensuring effective communication and collaboration among engineers, architects, contractors, and other stakeholders.
- People Management: Maintain supervisory org. and manage career development of assigned project resources to the betterment of the individuals, the project and the business. Assemble a project team through recruiting, interviewing and/or selecting staff with appropriate skills and establishing training and development programs suitable for the work. This generally requires close coordination with functional managers from various functions (engineering, project controls, safety, quality etc.). Make effective decisions / recommendations on human resource issues, work closely with Labour Relations as required to effectively resolve work performance issues within the project.
- Contract and Risk Management: Manage aspects of contract administration, including scope and change control, subcontractor and supplier management, and risk management as required. Ensure compliance with contractual obligations and governance. Accountable for rigorous risk analysis in accordance with corporate standards and application of industry best practice including Montecarlo methodology and contingency draw-down curves.
- Safety and Quality Assurance: Ensure adherence to safety standards and quality requirements. Develop and enforce safety programs, training, and corrective action plans to maintain high performance standards.
- Performance Monitoring and Reporting: Apply key performance indicators (KPIs) to monitor project health and performance. Establish rigorous reporting protocols to meet contract, corporate, and project-specific oversight requirements.
- Procurement and Supply Chain Management: Responsible for all contract management including scope & change control, requirements management, subcontractor and supplier management and governance for any flow-down requirements from the parent contract to subs and vendors.
- Stakeholder Communication: Serve as the main point of contact for internal and external stakeholders. Ensure effective communication and coordination to keep all parties informed and aligned with project goals. Establish and maintain strong relationships with clients, partners, suppliers and other project stakeholders.
- Ethical and Regulatory Compliance: Ensure all project activities comply with corporate standards of ethical conduct, cyber-security, import-export regulations, intellectual property protections, and security clearance protocols.
- Site Presence: consistent job site presence is expected and support to potential shift-work may be required.
- Educational Background: BSc in Engineering or equivalent is an asset.
- Certifications: PMP certification is an asset.
- Project Experience: 10+ years of experience leading or supporting projects in construction, manufacturing, or engineering services.
- Technical Skills: Ability to read and understand construction drawings, blueprints, and specifications is considered an asset, particularly interfaces with architects as required.
- Quality Assurance: Appreciation of the importance of Quality Assurance Programs and their significance to the nuclear industry.
- Project Delivery: Understanding of project delivery methodology, including earned value, critical path scheduling, prime contract and subcontract management, procurement and supply chain methodology, and inspection and test plans.
- Team Building: Ability to build and inspire a team to work towards common goals.
- People Management: Experience managing direct reports within a project delivery functional support model.
- Leadership: Lead by example, setting high standards for Health & Safety and Nuclear Safety Culture.

- Primary work location will be at DNNP SMR site (Bowmanville, ON).
- Occasional alternative work locations, as required, in both the field and office may include OPG Corporate Headquarter (Oshawa, ON) and AtkinsRealis home office (Mississauga, ON).
- Eligibility to obtain Security Clearances is mandatory (Candu internal and Client organizations).
