The Opportunity
- Reports to: Chief of Police
- Direct Reports (3): Superintendent, Human Resources Division; Executive Director, Business Operations Division; and Superintendent, Training, Development, and Recruitment Division
- Location: Edmonton, AB
If the successful candidate of this recruitment is a civilian, the title will be Chief Administrative Officer, Corporate Services Bureau. If the successful candidate is a sworn member, the title will be Deputy Chief, Corporate Services Bureau.
Mandate
Reporting to the Chief of Police, the Chief Administrative Officer/Deputy Chief (CAO/DC) is responsible and accountable for the overall development, management and efficient operation of Corporate Services Bureau (CSB). The role of the CAO/DC is to create strategic direction and establish Bureau plans, initiatives, and strategies that support the operations of the Edmonton Police Service (EPS).
Major outcomes would be to establish and deliver on projects and initiatives that would position the EPS as a leader among police agencies. This will include on finding innovative ways to recruit and train police officers, and supporting EPS sworn and civilian employees through their entire careers. This position also oversees asset management and procurement and providing support for the Capital budget process, in tandem with the Office of the Chief for reporting into the Edmonton Police Commission (EPC) and City Council and ensuring that the EPS supports and grows our existing employees.
As the CAO/DC is providing direction to the Bureau, they will also have an active role in assisting in providing collaborative leadership and direction to the remainder of Bureaus within the Edmonton Police Service in order to provide delivery of an effective and efficient police services to the citizens of Edmonton.
Key Accountabilities
- People Leadership: provide strategic direction, operational direction, and leadership to all areas of CSB, ensuring that all employees are empowered to pursue and attain organizational goals. Foster an organizational climate that is conducive to all CSB employees’ attainment of personal and organizational goals within the highest ethical standards.
- Strategic Leadership: participate in and inform decision-making at the Chief’s Committee and Strategic Leadership Team levels.
- Operational Leadership: monitor activities of all organizational areas of CSB, ensuring that all areas of the Bureau have effective control systems and ensure that projects and programs are delivered in an efficient and timely manner.
- Community Leadership: Help provide direction and leadership to ensure that there is a clear understanding of the EPS, its mission and values to individuals and external parties within the community.
First-Year Deliverables / Measures of Success
Success in the first year will be determined by the candidate’s ability to:
- Establish Accountability Frameworks: Design and implement robust accountability processes across all areas of responsibility, ensuring alignment with EPS values, operational goals, and performance expectations.
- Enhance Training and Promotion Systems: Lead improvements to training and promotion pathways that continues to reflect the community we serve, including an emphasis on the recruitment, retention, and advancement of women within the service.
- Advance Leadership Development: Embed the EPS leadership framework, including clear processes, performance measures, and accountability mechanisms to support leadership development and growth at all levels.
- Conduct a Position Review Audit: Oversee a strategic review of positions within EPS, sworn and civilian, to ensure the right people are in the right positions, doing the right work in the right places.
- Modernize Asset Management: Explore and implement innovative asset management strategies that align with and complement existing City of Edmonton processes to support data-driven investment, lifecycle planning, and rehabilitation decisions.
- Build a Grant and Agreement Management Program: Collaborate with Finance and the Office of the Chief to establish a centralized system for tracking and managing grants, government relations (GR), memoranda of understanding (MOUs), and cooperative agreements.
- Drive the Wellness Strategy Forward: Lead the advancement of EPS’s Wellness Strategy by defining key strategic objectives, establishing measurable KPIs, and embedding wellness into the organizational culture.
- Build Strong Relationships: Build strong relationships with key organizational partners, including but not limited to the Edmonton Police Association and the Edmonton Police Commission.
Candidate Profile
The successful candidate will have the following:
Education:
- Post-secondary degree in Business Administration, Human Resources, Public Administration, or another related discipline.
- A professional designation from a nationally recognized institute or association such as Certified Professional in Human Resources (CPHR) or Supply Chain Management Professional (SCMP) would be considered an asset.
Experience:
- Minimum of fifteen (15) years progressively responsible technical and executive experience in applying and leading a broad range of human resources, training and development, and/or supply services business operations disciplines within a large, complex and multi-unionized organization.
- Previous senior or executive leadership experience within law enforcement or a police services organization considered an asset.
Competencies and Attributes:
- Strong ability to recognize global trends, employ conceptual thinking and apply effective and practical problem resolutions.
- Proven ability in providing sound organizational strategic direction and guidance along with successful implementation.
- Extensive knowledge of change management principles and processes.
- Ability to develop and influence both internal and external stakeholders through partnerships.
- Ability to clearly articulate, advocate, and inspire support for the organizations mission and bureau initiatives, throughout the community and the organization.
- Models the value system of the organization and demonstrates a high proficiency of organizational leadership competencies.
- Superior leadership, team-building and managerial skills.
- Ability to foster an organizational culture of engagement, accountability, positive achievements and continuous learning and development.
- Extensive experience in successfully managing human, financial and material resources.
- Strong problem solving, analytical, negotiation, organizational, and administrative skills.
- Excellent interpersonal, verbal and written communication skills.
