Program Manager at City of Winnipeg
Under the general direction of the Senior Manager, Asset and Investment Management, the Program Manager provides leadership and guidance in the execution of projects and initiatives through an integrated multi-disciplinary team approach that strives for innovation, excellence and efficiency. This position typically has a number of resources assigned to support investment decisions and project delivery. The types of Projects may include, but are not limited to innovation and technology. You will manage projects throughout the project’s life-cycle and ensuring effective teamwork and communication, high standards of work quality and organizational performance, and continuous learning.
The Program Manager will develop investment plans with defined service outcomes within a specific service area. The program Manager will lead, facilitate, coordinate, and provide direction, monitoring and oversight activity for those investments to ensure that the benefits of the investment are realized in an efficient and effective manner. This position is expected to develop and maintain strong relationships with project stakeholders throughout the project lifecycle.
The Program Manager will work closely with the Manager of the AMO to ensure that investment of funds align with work outcomes and that the benefits align with the Business Owner expectations.
This position focuses on investments within a specific service area and investments that realize similar benefits.
As the Project Manager, your duties will include:
- Develop investment plans for a specific Service area.
- Provide project management leadership, expertise and guidance to direct reports to successfully complete and/or implement projects and departmental initiatives, while achieving the benefits of the investment.
- Manage the overall program procurement process which includes solicitation and contract administration tasks.
- Provide ongoing collection and dissemination of project information.
- Develop Business Cases per the investment planning manual.
- Manage the Design Management process. Coordinate and oversee the Project Turnover process
Your education and qualifications include:
- Bachelor’s Degree in public sector management, computer science, architecture, commerce, civil technology/engineering or finance or an acceptable equivalent combination of education, training, and experience.
- Master’s degree in Project Management would be desirable.
- Successful completion of the associated professional designations in addition to the education listed above would be an asset including obtaining a P.Eng., C.E.T/A.Sc.T, MRAIC, CMA, CGA, MBA, CA, or CPA.
- Attainment of a Project Management Professional (PMP) designation/Prince II certification and certification in Asset Management, and ADKAR at the time of hire is desirable. Applicants who have not yet attained these certifications would be required to obtain within a 6 year timeframe.
- Certificate in Quality Management would be considered an asset.
- Minimum of 8-10years’ experience related to the duties listed above in Asset Management including Investment Planning and Project Delivery, preferably in a public sector environment.
- Knowledge in the industry sector that is applicable to the department that position will reside in.
- Experience with strategic planning at a senior level, including managing complex organizational change and determining and setting priorities based on organizational mandates and initiatives.
- Experience providing strategic advice, leadership and guidance to Senior Management on multiple projects/programs including complex capital projects.
- Previous success leading large-scale change initiatives, navigating complex environments and influencing desirable outcomes through positive and collaborative relationship management.
- Excellent analytical, problem-solving and decision-making skills.
- Excellent verbal and written communication skills with the ability to communicate with all levels of staff, stakeholders and the general public.
- Demonstrated skills and experience in Microsoft Office Suite (Word, Excel, Outlook, SharePoint, PowerPoint) including experience with Project Management Systems such as Microsoft Project or similar/equivalent software.
- Supervisory experience including planning, organizing, directing, motivating and managing professional and administrative staff.
- Proven ability to deliver presentations and communicate effectively both orally and in writing.
- Demonstrated commitment towards continuous learning, growth, and the achievement of high performance.
- Strong organizational skills with proven ability to set priorities and meet deadlines under pressure.
- Experience in a municipal environment would be considered an asset.
