Facilitates multi-disciplinary project teams to support work plan implementation, and develops related supports/resources Duties/Responsibilities
  • Researches, plans, and coordinates the implementation of divisional projects and activities, including work plans and business processes. Identifies and recommends opportunities for ongoing improvements to project coordination process.
  • Facilitates and supports multi-disciplinary project teams to identify and implement tasks and activities to ensure project goals, objectives, and timelines are met. Provides leadership, guidance, technical expertise, problem-solving, and teamwork to achieve deliverables.
  • Creates and maintains comprehensive project documentation, plans, and reports. Develops project components based on research findings, evidence, and best practices. Creates detailed work plans, timelines, and project team subgroups. Ensures stakeholders are consulted and represented/involved.
  • Reviews and analyzes current business processes and systems to support continuous improvement in services provided by the Division. Researches and recommends policies and business processes for improving effectiveness and efficiency of divisional operations. Supports the implementation of new practices and procedures, developing procedures and documentation as required. Provides training to staff on new/existing business processes.
  • Monitors data to assess compliance with business processes, procedures, mandates, standards, and service level expectations. Makes recommendations for training and employee development, and divisional performance measurement and monitoring processes. Identifies gaps in data availability, and defines and implements solutions.
  • Prepares and presents documentation (including reports) to provide information, obtain input, present recommendations, and obtain management approvals for project development and implementation.
  • Collaborates and consults with other Public Health divisions, Regional departments, other health units, and provincial or other stakeholders as required. Liaises with vendors and contractors for supply of services.
  • Participates in the department’s Emergency Preparedness Plan.
  • Performs related duties as assigned.
Knowledge, Skills, and Abilities
  • Knowledge of public administration, planning, and project/data management acquired through a 3-year degree in Business Administration, Communications, Human Service Administration, Public Administration or related discipline, plus 3 years of related experience –OR—a 4 year degree in a related discipline plus 2 years of related experience.
  • Project management, research, analytical, and problem solving skills to collect, analyze/compile, synthesize, evaluate and report on assigned projects. Experience in data management best practices and data quality assurance practices.
  • Knowledge of performance measures and continuous quality improvement best practices; business process re-design and system implementation experience. Knowledge of behavior-change theory related to changing/implementing new processes.
  • Ability to work independently to assess and fulfill requirements for health information systems or other project implementation and completion. Ability to coordinate multiple projects concurrently.
  • Organizational skills to create work plans, set timelines, and facilitate work within groups. Ability to adapt to changing demands and related project challenges/setbacks.
  • Communication, facilitation, and leadership skills to coordinate and work effectively with multi-disciplinary teams (using tact, diplomacy, and adaptability); develop and maintain relationships with project partners/stakeholders to obtain, clarify, update or provide information for project completion; conduct meetings and presentations (internally and externally); negotiate timelines for project components; respond to inquiries and present information/recommendations; and participate as an effective team member.
  • Ability to analyze and interpret complex information, reports, documents, standards/requirements, policies, and procedures. Ability to write clear and concise documents including memos, reports, summaries, recommendations, promotional materials, and presentations. Ability to coordinate and collect input to prepare and edit written project plans, procedures and reports for management approval.
  • Computer skills using software such as Microsoft Office (including Excel, Outlook, Visio, and PowerPoint), and project and document management systems.
  • Ability to travel within and occasionally outside Waterloo Region.
  • Ability to support and demonstrate the Region’s values.
