Position Overview:
The Manager, Licensing is responsible for overseeing the insurance licensing team at HCC. Working closely with HCC’s HR, Talent Acquisition, Training & Development Teams, and HCC’s Principal Broker, this role ensures that all individual brokers, agents, and corporate legal entities within the organization remain properly licensed in accordance with applicable provincial and federal regulations.

The Licensing Manager provides leadership, direction, and oversight for a team dedicated to managing licenses across all Canadian jurisdictions, maintaining brokerage licensing for multiple distinct insurance brokerages, and administering the internally developed BIMS license management system.

Key Responsibilities:

  • Lead, coach, and develop the Licensing Team responsible for managing individual broker/agent and corporate licensing requirements across all provinces and territories.

  • Assign and prioritize workloads, ensuring timely completion of all licensing changes (applications, cancellations, modifications).

  • Foster a culture of accountability, compliance, and service excellence.

  • Oversee the maintenance and renewal of all brokerage licenses for multiple legal entities.

  • Ensure licensed staff remain appropriately licensed to conduct insurance business, including monitoring continuing education (CE) requirements where applicable.

  • Update the IBAO membership directory

  • Forecast license expenses

  • Liaise directly with insurance regulators and industry associations to maintain compliance and resolve issues.

  • Develop, update, and enforce standardized workflows and policies for licensing processes.

  • Act as product owner for the BIMS license tracking system, ensuring data accuracy, reliability, and enhancements that support the licensing and CE hours tracking functions.

  • Partner with HCC software development teams and IT to improve automation, reporting, and integration of BIMS with other internal systems.

  • Ensure compliance with provincial insurance licensing regulations across Canada.

  • Monitor emerging regulatory changes and proactively adjust licensing processes to remain compliant.

  • Provide regular reporting to senior leadership on licensing status, risks, and key performance indicators.

  • Support audit and regulatory reviews by preparing and presenting required documentation.

  • Partner with Operations, and business unit leaders to ensure timely licensing support for staff onboarding and role transitions.

  • Act as a subject matter expert on licensing requirements and processes for internal stakeholders.

  • Contribute to strategic planning and execution related to licensing risk management and business continuity.

Qualifications and Experience:

  • Bachelor’s degree in Business Administration or a related field, or equivalent work experience.

  • Minimum 3 years of experience in insurance licensing, regulatory compliance, or operations role within a large insurance brokerage or carrier.

  • In-depth knowledge of Canadian insurance licensing regulations across all provinces.

  • Experience managing team in a regulated environment.

  • Strong leadership and people management skills with the ability to mentor, coach, and develop staff.

  • Excellent organizational skills, attention to detail, and ability to manage multiple priorities.

  • Strong communication and interpersonal skills, with the ability to work effectively with regulators, leadership, and internal teams.

  • Proficiency in licensing management systems; experience with custom-built or proprietary systems (e.g., BIMS) is an asset.

  • Familiarity with insurance industry operations (P&C and Life) is a strong asset.

Salary Expectations:

The expected salary range for this position is $70,000 to $90,000 and will be impacted by factors such as the successful candidate’s skills, experience and working location, as well as the specific position’s business line, scope, and level.
