Summary
This position is a key member of the Financial Services team, reporting to the Manager of Corporate Finance & Treasury and supporting the CRD’s expanding corporate finance and treasury functions. The Senior Financial Advisor provides advanced modeling, long-term financial planning, and strategic decision support across departments. Working closely with senior managers and stakeholders, the role leads enterprise-wide forecasting, evaluates major capital projects, supports treasury initiatives, and strengthens the long-term financial sustainability of CRD services. This position plays a key role in embedding financial strategy into infrastructure planning and decision-making.

Key Duties & Responsibilities

- Develop, enhance, and maintain long-term (10+ year) financial planning models across CRD, CRHD, and CRHC.
- Evaluate funding strategies based on capital plans for major services and infrastructure, incorporating reserve, debt, and asset lifecycle perspectives.
- Integrate climate action and asset management strategies into long-range models.
- Lead long-term financial analysis for major initiatives, including capital planning, lifecycle costing, funding strategies, and risk assessments.
- Provide due diligence and strategic input on long-term financial planning for land acquisitions, major infrastructure, affordable housing, and utility projects.
- Evaluate project feasibility and alignment with long-term financial planning policies, affordability targets, and investment strategies.
- Support analysis related to debt planning, investment of reserves, internal borrowing rates, and new treasury tools.
- Evaluate borrowing strategies, optimize liquidity planning, and contribute to socially responsible investment analysis.
- Assist the Manager, Corporate Finance & Treasury in ensuring alignment with the CRD’s Investment Policy and financial risk tolerances.
- Provide long-term financial planning analysis to support the Board-approved Corporate Asset Management Strategy.
- Collaborate on developing sustainable funding strategies for lifecycle needs, including long-term liabilities.
- Support corporate risk management, continuity planning, and enterprise resource optimization initiatives.
- Contribute to long-term financial planning policy development and forecasting standards across departments.
- Follows all policies, procedures and standards of the CRD

- Experience supporting large-scale capital initiatives and strategic planning.
- Knowledge of public sector finance, infrastructure funding, or asset management is a strong asset.
- Excellent communication (verbal and written), presentation, interpersonal and customer service skills, with the ability to work cross-functionally and deliver senior-level insights are necessary to be successful in the role.
- In-depth knowledge of full cycle accounting, financial policy and procedures, multi-fund accounting, and centralized accounting processes in a local government or institutional setting.
- Proven experience preparing year-end working papers, financial statements, consolidations, and account reconciliations in accordance with Public Sector Accounting Board (PSAB) principles.
- Demonstrated ability to analyze and improve financial systems, including ERP platforms (e.g., SAP), and expert proficiency with Microsoft Excel; experience with Power BI or other financial reporting tools considered an asset.
- Knowledge and experience with applicable legislation including the Local Government Act and Community Charter.
- Ability to assess, implement, and sustain enterprise financial systems and recommend system improvements.
- Strong analytical and advisory skills; able to solve complex financial issues independently and influence strategic decision-making.
- Proficiency in word processing, spreadsheet, database, and project scheduling software.
- Ability to manage competing priorities, work under pressure, and meet tight deadlines.
- Degree in a related discipline
- A minimum of 6 years' progressively responsible experience
- CPA Designation
