Senior Specialist, HR Technology Planning at Metrolinx
Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

This role is an in‑office position (5 days per week) based at our downtown Toronto location. Our HR team is highly collaborative, and much of our work benefits from in‑person co‑creation, relationship‑building, and hands‑on partnership with leaders across the organization.
The Senior Specialist, HR Technology Planning leads the planning and delivery of enterprise HR technology initiatives, combining strong project management discipline with HR technology expertise.
This role is accountable for end-to-end project delivery from discovery through implementation and stabilization, ensuring alignment with the HR Technology roadmap, HR Transformation priorities, and the HR Shared Services operating model. The role translates strategic priorities into structured, executable delivery plans, drives cross-functional execution, and ensures solutions are successfully implemented, adopted, and optimized to achieve intended business outcomes.
What will I be doing?
Owns successful end-to-end delivery of HR technology initiatives using strong project management practices, including scope definition, detailed project planning, scheduling, RAID management, and execution governance.
Manage project lifecycles across planning, design, build, testing, and deployment, ensuring delivery is on time, within scope, and aligned to business objectives.
Translate strategic priorities into actionable initiatives by leading discovery sessions, defining problem statements, and documenting business and functional requirements.
Own and manage demand intake, prioritization, and governance processes, including intake tools, request pipelines, control boards, and KPI reporting to support leadership decision-making.
- Maintain visibility of the HR Technology delivery portfolio, proactively identifying risks, dependencies, capacity constraints, and competing priorities.
- Provide structured reporting and insights to leadership on delivery progress, risks, and performance trends.
- Act as the primary liaison across HR stakeholders (HRBPs, CoEs, Shared Services), IT, and vendors to ensure alignment on priorities, timelines, risks, and delivery outcomes.
- Drive HR process optimization and automation, increasing self-service capabilities and aligning solutions with the HR Shared Services model.
- Lead the identification and prioritization of continuous improvement and automation opportunities through structured intake, operational feedback, and delivery insights.
- Monitor delivery and solution performance through KPIs, using data to inform enhancements, optimization, and future prioritization.
- Contribute to HR Technology strategic initiatives, including inputs to the HR AI roadmap, Community of Practice, and knowledge-sharing platforms (e.g., SharePoint Hub).
Support alignment between project delivery and broader HR technology and digital transformation priorities.
What Skills and Qualifications Do I Need?
Education
- Completion of a degree in Business Administration, Human Resources, or a related discipline – or a combination of education, training and experience deemed equivalent.
Experience
- Experience in HR or project delivery and coordination of complex projects under pressure to meet critical schedules and budgetary commitments, preferably in transportation delivery and/or the public sector.
Certifications or Designations
- Project Management Professional (PMP) certification is an asset.
Technical Competencies
- Project management principles and practices, and interpersonal skills to coordinate complex projects (e.g., project development, project progress, related staff, and project resources), and monitor project activities for adherence to timelines, budgetary commitments, and project performance objectives.
- Analytical and problem-solving skills to identify/address issues that may interfere with project completion and resolve conflicts within the project team.
- Data analysis to apply statistical and/or logical techniques to analyze, evaluate, and summarize data to inform recommendations and support decision-making in the HR Transformation.
- Interpersonal and oral/written/presentation communication skills to prepare project status reports, guide others in performing their day-to-day activities, and identify training requirements.
