ABOUT THE ROLE

Reporting to the Manager, Housing Program this position is responsible for leading the implementation, managing and administering housing subsidy funding programs and agreements with community housing providers and private sector landlords. Manages operational issues within guidelines, provides programs policy and programs continuous improvement support, and supervises a team responsible for program delivery and/or program administration. Manages operational issues, ensures consistent communication of polices and procedures, oversees client services and supports, and implements remedial action plans to maintain compliance with legislative and contractual requirements.

WHAT YOU'LL BE DOING

  • Oversees the program delivery and operations of federal, provincial and Region of York housing programs, ensuring compliance with policies, procedures, and current best practices.
  • Develops and improves implementation process to support delivery of programs and manages program challenges and issues.
  • Oversees contract administration and relationship management with private sector and non-profit landlords and implements new legislative or program requirements.
  • Oversees payments to non-profit and private landlords
  • Develops and applies risk-management strategies, including assessing performance data, conducting operational reviews, and preparing recommendations for improvement, oversees and monitors legislative and contractual requirements of community housing providers, ensuring compliance and program accountability.
  • Monitors and evaluates community housing provider performance and guides housing providers in implementation of relevant legislation, agreements policies and guidelines; advises Boards of Directors on best practices in matters such as governance, property management, procurement processes, capital projects planning and management and resident relations.
  • Develops and implements remediation and remedial action plans for housing providers failing to meet legislative and contractual requirements.
  • Ensures processes are in place and staff are supported to determine initial and ongoing eligibility of households for housing subsidies
  • Assists the Manager in developing and implementing annual business/work and community housing program training plans and in developing service plans and staffing proposals.
  • Provides input into the development of policies and procedures.
  • Oversees collection of program data for the purposes of reporting and evaluation.
  • Identifies opportunities for continuous improvement of programs and processes.
  • Manages information in accordance with legislation and corporate standards.
  • Performs other duties as required to meet Divisional/Branch and Departmental objectives.

WHAT WE'RE LOOKING FOR

  • Successful completion of a University Degree in Business Administration, Social Sciences or related program or approved equivalent combination of education and experience.
  • Minimum three (3) years’ experience in community housing or social services including program administration and customer service and demonstrated minimum of one (1) year of direct supervisory experience.
  • Demonstrated knowledge of relevant Standards, Acts and Regulations.
  • Staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices, and relevant employment legislation.
  • Demonstrated ability in the Region’s leadership and corporate core competencies.
  • Strong leadership to proactively engage in accessibility, diversity, equity, and inclusion initiatives, committing to and taking action to contribute to a more accessible, diverse, equitable and inclusive workplace.
  • Excellent communication and interpersonal skills and ability to connect effectively with individuals, groups, and external agencies while fostering collaborative work relationships.
  • Demonstrated ability to plan, coordinate, implement and evaluate programs and services in assigned program area, and to develop and implement change management plans.
  • Staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices and relevant employment legislation.
  • Ability to travel to offsite locations, as required.
  • Ability to work outside regular business hours.
