BASIC FUNCTION
Reporting to the Director of Information Technology (IT), the Manager of Strategic Planning and Delivery leads the strategic planning, prioritization, and delivery of the County’s technology initiatives, ensuring alignment with corporate and departmental priorities and delivering measurable value. This senior IT position provides strategic leadership by translating corporate and department strategies into actionable technology and service roadmaps. This role cultivates strategic partnerships across the County, bringing cross-functional teams together to design and deliver impactful and accessible digital services through shared projects and integrated solutions that support the County’s priorities.
PRINCIPAL RESPONSIBILITIES
Strategic Planning and Stakeholder Alignment
- Stay attuned to strategic priorities, policy direction, and legislative changes to proactively identify and respond to opportunities.
- Translate department master/strategic plans into clear technology roadmaps and architectural requirements that guide budget, design and delivery decisions in support of the County’s goals and objectives.
- Work closely with BRMs to understand departmental needs and goals and build strong partnerships to align technology work.
Project Delivery and Programme Management
- Develop and implement governance and standards for project and portfolio management.
- Lead the prioritization, sequencing and capacity planning of technology projects across the County to optimize time and investments.
- Monitor project portfolio performance, ensuring technology investments deliver intended outcomes and measurable benefits.
- Oversee the application and solution portfolio, assessing value, risk, lifecycle stage, and alignment with the County’s needs and priorities.
- Support business case development, feasibility assessments, option analysis and change capacity for strategic technology investments.
People and Financial Management
- Lead, coach, and develop a high-performing multidisciplinary team.
- Foster a collaborative, service-oriented, continuous-learning culture.
- Provide direction and support to team members on planning, project delivery, change management, stakeholder management, business needs analysis and application management.
- Contributes to and supports the budgeting and forecasting process.
Delivery and Enablement
- Lead and support effective change management and adoption strategies to maximize value realization.
- Monitor emerging technologies, industry trends, and best practices.
MINIMUM QUALIFICATIONS
- Four-year university degree in Computer Science or related field.
- Minimum five years of experience or equivalent in IT project, programme or portfolio management or equivalent role.
- Significant progressive experience in enterprise IT environments, including leadership roles in strategy, architecture, application management, project management offices, or large-scale solution delivery is required.
- Management experience in the public sector or other large, complex organizations is required.
- Proven success in leading project delivery teams and building internal and external partnerships across functions and seniority levels.
- Proven ability to manage competing priorities in a complex, fast-paced environment.
- Strong customer service orientation. Exhibit strong teamwork abilities, working collaboratively within the IT team and across departments to achieve common goals and deliver superior service.
- Experience with project delivery methodologies (e.g., Waterfall, Agile, Scrum).
- Experience with change management methodologies and business process design.
- Experience with portfolio management tools and software.
- A valid driver’s licence (minimum G2 Class) and access to a reliable vehicle; flexibility of location is required.
Pay Range: $127,017.80 - $148,603.00 (2026 Non-Union Compensation Grid)
Benefits: Long Term Disability, Life Coverage, Accidental Death and Dismemberment, Critical Illness, Extended Health Care, Emergency Travel Assistance, Dental Care; mandatory enrolment, premiums 100% covered.
Pension: Ontario Municipal Employees Retirement System (OMERS); enrolment mandatory.
Medical Responsibility Time: Prorated and accrues at 0.5 days/month. Short Term Disability: 17 weeks coverage at 75% or 100% of pay, based on length of service.
Vacation: Accrues to start at three weeks/annum; increases based on length of service.
Parking: Provided; taxable benefit provisions apply.
Mileage: If applicable, as per CRA allowances.
