The Department of Finance and Treasury Board, Treasury Management and Fiscal Policy Division, is seeking a results-driven leader to serve as Executive Director. The successful candidate will provide strategic oversight, guide complex debt and funds management, and lead a high-performing team responsible for shaping New Brunswick’s borrowing strategy.
Who we are
The Division oversees the Province’s debt and liquidity strategy, manages the Consolidated Fund, administer dedicated investment funds, and maintain strong relationships with investors and credit-rating agencies to ensure stable and responsible access to capital markets
What you will do
As the Executive Director, Debt and Funds Management, you will lead the development of the Province’s borrowing strategies and provide financial and risk management advice that supports New Brunswick’s long-term stability.
This position requires sound judgment, strategic insight, and the ability to lead teams in a complex, fast-moving environment. You will be relied upon to provide government with trusted advice rooted in rigorous analysis and strong financial stewardship.
Your responsibilities will include:
Directing debt and liquidity management, including financing for the Province and Crown corporations, management of the Consolidated Fund, and servicing of the public debt.
Leading investment and funds administration and providing financial and risk-management advice to safeguard public resources.
Managing investor and credit rating agency relations to support stable market access and transparent disclosure.
Developing and managing long-term borrowing strategy
Conducting research and providing analysis and advice on:
- fixed income and currency markets
- liability and risk management
- financial market products, data, rates and analytics
Negotiating terms and conditions of debenture issues and related derivative instruments
Managing debenture authorization, settlement, and documentation
Maintaining ongoing oversight and evaluation of borrowing syndicate members
ESSENTIAL QUALIFICATIONS
- Master’s degree in business administration, Economics or a recognized professional designation such as a CPA, CFA or CIM, demonstrating advanced analytical, financial, and technical competence and a minimum of ten (10) years of progressively responsible experience.
- Proven experience overseeing large-scale financial portfolios, developing complex policy frameworks, and/or guiding fiscal strategy in government or comparable institutions.
- Proven ability to build and maintain relationships with internal and external stakeholders
Positive attitude with demonstrated persistence and resilience in complex situations;
Experience with investing fixed income products, managing debt portfolios, and issuing debentures.
An equivalent combination of education, training and experience may be considered.

ASSET QUALIFICATIONS
Preference may be given to candidates that possess one or more of the following asset qualifications:
- Expertise in public sector treasury functions, including capital markets, investor relations, and credit rating agency relations.
- Experience overseeing large-scale financial portfolios, developing policy frameworks, or guiding borrowing strategy in government or comparable institutions.
- Experience in project finance and financial modelling
- Familiarity with diversified investment portfolios and products Demonstrated ability to communicate complex ideas and financial concepts clearly and persuasively to a variety of audiences

Pay Band 9: $123,708 to $136,136 annually
