PURPOSE

Reporting to the Executive Director, Finance and Strategy, the Director, Finance provides strategic and operational leadership for the planning, delivery, assessment, and evaluation of the finance function to ensure excellent customer service. The Director is a champion of RPL’s strategy and will leverage their superior understanding of financial and other complex data to generate insights into how current or potential programs and services can be maximized for internal and external customers. They are responsible for the system-wide finance function including financial statement completion and reporting, internal controls, legislative and regulatory compliance, system-wide budgeting, purchasing, contract management, risk management, payroll, business process review, and finance policy development.

RESPONSIBILITIES AND ACTIVITIES: As Director, Finance you will:

Lead the system-wide finance function and advise on financial issues and effective financial practices

  • Lead internal and external financial reporting
  • Ensure strong internal controls and legislative compliance with all laws, regulations, and policies applicable to the finance function
  • Partner with senior leaders to ensure effective financial strategies and practices
  • Oversee payroll, purchasing administration, accounts payable and receivable activities, and the overall efficient operation of the Finance area

Lead the system-wide budgeting process and variance/forecast reporting

  • Prepare comprehensive and detailed budgets including revenues, expenses, capital, and reserves
  • Work with the City of Regina to obtain tax levy information
  • Collaborate with the Leadership team to ensure operational and strategic plans are reflected in budget and assist senior management with budget deliberations by consulting, coaching, and training on all aspects of budget
  • Prepare audit committee, board, and city council budget/mill rate materials
  • Identify and anticipate financial impacts of internal and external risks and opportunities and recommend budget solutions
  • Lead the variance and forecasting process

Lead business process reviews

  • Design and lead business process reviews to improve the efficiency and effectiveness of business units and processes
  • Present findings and recommendations to senior management

Lead the risk management, insurance, purchasing, and contract functions

  • Lead senior management in ongoing review of key risks in the organization
  • Compile information required for the annual insurance renewal, ensure appropriate coverage, oversee the claims process, and coordinate the valuation process
  • Oversee the system-wide purchasing process, making recommendations regarding appropriate purchasing processes
  • Prepare RFIs, RFQs, RFPs for acquiring goods and services, review bids and recommend successful bidders for contracts

Lead Finance staff

  • Recruit, hire, train, manage, and coach direct reports
  • Design work to optimize services and adjust to a changing environment

KNOWLEDGE, SKILLS AND ABILITIES: You have

  • An undergraduate degree in a business-related discipline such as Business Administration or Commerce and a Chartered Professional Accountant (CPA) designation.
  • A minimum of 5 years of progressive job-related experience either in a management capacity or in a role directly partnering with senior leaders to ensure effective financial strategies and practices
  • Experience managing diverse teams in a unionized environment including recruiting, developing, and managing staff to expand service capabilities.
  • A record of ongoing professional development activities leading to a broad and in-depth knowledge of financial practices, trends, and standards.
  • Experience in a leadership role responsible for building and implementing strategic plans that are responsive to the needs of a rapidly transforming organization and customer base.
  • Experience preparing and managing corporate budgets.
  • Experience leading stakeholders/partners through change.
  • Demonstrated ability to drive culture changes and people development.
  • Excellent coaching, guiding, and developmental skills; able to guide and allocate resources to achieve business objectives.
  • Demonstrated strong organizational skills including the ability to effectively and efficiently manage competing work objectives, scheduling and priorities, while maintaining high standards for accuracy, reliability, and thoroughness.
  • Demonstrated analytical skills and problem-solving ability, including the ability to evaluate, assess, and problem-solve using logical, fact-based reasoning and to participate in a collaborative, evidence-based decision-making environment.
  • Demonstrated commitment to deliver consistent, high quality customer service.
  • Demonstrated ability to establish and maintain positive working relationships with the public, staff, and external agencies and to work as a member of a team.
  • Demonstrated ability to listen effectively and to use clear, concise oral and written skills to convey facts, present positions, and interpret policies. Skillful in communicating with and influencing a wide range of internal and external stakeholders including board members, leadership, employees, potential /existing customers, competitors, and business partners.
  • High degree of initiative and capacity to lead multiple priorities of significant scope in a fast-paced environment.
