Position Overview

The City’s Finance and Economic Development Department is seeking a dynamic individual with exceptional leadership skills and financial acumen for a one (1) year Temporary Full-time Manager, Financial Planning & Analysis.
Responsibilities
Reporting to the Director, Strategic Financial Services, you will be responsible for leading the municipality’s operating and capital budget planning functions and overseeing a team of Budget Analysts responsible for financial analysis, forecasting, departmental budget support, and reserve and grant management. The role is responsible for coordinating the annual budget process, multi-year financial planning, financial performance analysis, and corporate financial analysis to support informed decision-making and long-term fiscal sustainability.
Key responsibilities also include:
- Leading, mentoring, and managing a team of Budget Analysts and financial planning staff
- Ensuring timely and thorough variance budget, and financial performance analysis.
- Developing financial models, business cases, and scenario analyses to support strategic initiatives and organizational planning.
- Monitor financial trends, expenditures, revenues, and economic factors impacting municipal operations.
- Support long-term financial sustainability through reserve management and resource allocation analysis.
- Identifying opportunities to enhance budgeting processes, forecasting accuracy, and financial transparency.
Requirements
You will have an advanced University degree in Finance, Accounting, Business Administration, or a related discipline, considerable financial and/or budget management experience in a similar position, preferably in municipal government, with knowledge of Public Sector Accounting Board standards. Although a professional designation (CPA or equivalent) is preferred, consideration will be given to suitably qualified applicants who have made significant progress towards a recognized accounting qualification. Preferred experience includes: 5–7 years of progressively responsible experience in budgeting, financial planning, and financial analysis; experience supervising or leading professional financial staff; experience with financial systems, budgeting software, and reporting tools.
Compensation
We offer an attractive remuneration and benefits package for this exempt position, including a compressed work schedule. The salary range is $135,540.00-$151,200.00 (2026 rates).
