The Opportunity
The City of Red Deer is currently recruiting for an IT Application Systems Analyst to fill a permanent full-time position. The IT Application Systems Analyst is responsible for the ongoing technical support of enterprise class business applications, development and integration of enterprise class business applications, and support of assigned business units in their use of business applications. In addition, this position will manage and/or participate in information technology projects, particularly those related to the delivery and deployment of new and enhanced business applications, and support and administer the underlying database technology for supported applications.

This position plays a key role in supporting the core IT functions of Requirements Gathering, Application Maintenance, Application Development Quality, Application Security, Application Integration, Business Intelligence and Reporting, Business Analysis, Project Management, and Innovation.
Top Key Responsibilities
- Maintain and Support Business Applications - Ensure business applications operate effectively by troubleshooting issues, applying patches/upgrades, and maintaining system functionality.
- Analyze and Implement System Changes - Evaluate requests for enhancements or changes and implement approved updates to improve application performance and business alignment.
- Manage System Administration and Security - Administer user access, process security change requests, and ensure proper system controls are in place.
- Coordinate with Vendors and Stakeholders - Act as the primary liaison with software vendors and collaborate with internal business units to resolve issues and implement solutions.
- Develop Reports and Support Business Processes - Design and generate reports that support operational needs and improve decision-making for business units.
- Execute Application Development & Integration (SDLC) - Participate in all phases of the system development life cycle, including analysis, design, testing, deployment, and post-implementation support.
- Lead and Support User Acceptance Testing (UAT) - Develop test plans, oversee execution of test scripts, and ensure systems meet business requirements before final approval.
- Provide Training and End-User Support - Train staff and end users on application functionality and serve as ongoing support for application usage.
- Participate in and Manage IT Projects - Contribute to or lead IT projects, including planning, tracking progress, managing resources, and reporting to stakeholders.
- Support Database and IT Administration Activities - Assist with database maintenance, monitoring, backups, and general IT administrative duties including documentation, time tracking, and SLA compliance.
As our preferred candidate, you will have
- Must have a recognized 2-year Technical Computer Systems diploma or equivalent combination of education and experience
- Must have 3 years’ experience in a comparable position:
- working with Microsoft operating systems, network products and desktop products
- working in a medium sized networked environment
- setting up hardware and software systems
- performing maintenance and support on software and/or hardware systems
- with at least one year’s experience programming, developing, implementing or maintaining application systems in a medium sized organization
- with at least one year’s experience supporting medium to large scale purchased business applications
- with a working knowledge of enterprise class database management systems
- To support current priorities within the IT Application Services team, preference may be given to candidates with experience in enterprise HR/payroll systems, municipal business systems, and complex system integrations including:
- experience supporting or integrating enterprise Human Capital Management (HCM) or ERP systems, such as Oracle Cloud HCM or similar platforms
- experience with Oracle Cloud HCM technologies and integrations (e.g., HDL, HCM Extracts, Oracle Integration Cloud (OIC))
- experience supporting Infor Public Sector – Operations and Regulations (or similar municipal permitting, licensing, inspections, or work management systems) including custom coding and integrations.
- Preferred additional experience:
- providing technical, application or user training
- working with Microsoft M365 products, including business intelligence and reporting tools
- working with financial, scheduling, registration, dispatching, and/or work management application systems
- providing applications support in a Microsoft SQL Server environment
- Must have demonstrated ability to establish and maintain effective working relationships with other Information Technology staff, end-user department personnel and outside vendors and consultants
- Must have the ability to work with limited supervision
- Must have the ability to work in a demanding and frequently stressful environment
- Must have excellent verbal and written communication skills
- Must be available to perform after hours call out duties on a scheduled basis
- Must have valid driver’s license and be able to perform field service calls

Status: Regular Full-time
Remuneration: $38.10 to $57.40 per hour
Hours of Work: 75 hours biweekly; Monday to Friday, potential for some evening and weekend work may be required when needed.

- This position may require availability for call-out or standby outside of regular hours.
- Use of a personal vehicle is required.
- The location of work is onsite at City Hall.
- Remote work is not eligible for this position.
