The work you'll be involved in

The Manager, HRIS and Data Analytics leads the City’s Human Resources Information System (HRIS) and HR Analytics functions, ensuring effective optimization, integration, and governance of HR data across the City’s ERP landscape. This role provides strategic and operational leadership for SAP SuccessFactors as the corporate HRIS and oversees HR reporting and analytics derived from SAP S/4HANA, SuccessFactors, WorkForce, and other related HR systems. The position is accountable for maintaining data integrity, ensuring compliance with applicable legislation and collective agreements, and delivering meaningful insights that support workforce planning, operational decision-making, and broader strategic human resource initiatives. Additionally, this role drives continuous improvement efforts, supports issue resolution, and leads the ongoing evaluation of systems, processes and best practices. Key duties and responsibilities include:

  • Leadership & Team Development: Leads the HRIS team, providing direction, coaching, and performance management to ensure strong service delivery and technical expertise. Fosters team capability through mentorship, training, and professional development.
  • HR Data Integrity: Establishes and maintains the integrity of employee systems data, standards, controls, and protocols to ensure accuracy, integrity, privacy, and compliance with legislation, collective agreements, and corporate policies. Ensures the reliability, security, and integrity of HR data across systems. Oversees HRIS records management practices, including data retention, accessibility, and security of employee master data and documentation.
  • People Analytics & Reporting: Provides timely, accurate and relevant information for HR analytics, business intelligence, and reporting to support operational and strategic decision-making. Translates complex data into meaningful, decision-ready insights for leadership. Oversee the development and delivery of integrated reporting across systems (e.g., SAP SuccessFactors, SAP S/4HANA, Workforce, and related platforms). Design and continuously improve HR reporting processes, ensuring documentation, consistency, and data quality.
  • Systems, Solutions & Continuous Improvement: Partners with Information Technology, Finance, ERP programs, and other stakeholders to support system upgrades, enhancements, integrations, and reporting capabilities. Leads and contributes to HR technology solution design, ensuring alignment with business and end-user needs. Plans and coordinates continuous improvements to HRIS and related systems. Conducts troubleshooting, testing, and root cause analysis for system and data issues. Research emerging technologies, including artificial intelligence, and collaborates with vendors and IT to implement improvements and manage system lifecycle activities.
  • Strategic Support: Supports Human Resources initiatives through confidential data analysis, scenario modelling, and reporting. Partners with internal stakeholders to inform decision-making on compensation, workforce planning, and transformation initiatives.
  • Training, Documentation & Change Enablement: Leading the development and delivery of training, guidance, and documentation for HR staff and system users on HRIS functionality, reporting tools, and data standards. Communicates new processes and system changes, ensuring effective adoption and user understanding.
  • Operational Excellence: Develops, documents, and maintains processes and procedures related to HRIS, reporting, and analytics. Ensures consistency, efficiency, and continuous improvement in service delivery.
  • Other Duties: Perform other related duties as assigned.

Who we are looking for

  • Degree in Computer Science, Business Administration, Accounting, Human Resources, or a related discipline.
  • 7-9 years of progressively responsible experience in HR systems management, HR analytics, or enterprise data reporting within a large, complex, unionized organization.
  • Experience in a leadership role or leading projects.
  • Experience managing HRIS Platforms in a large-size ERP (SAP-S4) enabled organization. Experience with SAP S4/HANA Payroll, SuccessFactors, and WorkForce would be considered an asset.
  • An equivalent combination of education and experience may be considered.
  • Demonstrated background of working knowledge of core HR processes (e.g., employee lifecycle, position management, compensation, reporting)
  • Demonstrated experience leading and supervising staff, including recruitment, performance management, coaching, and development.
  • Experience designing and delivering HR analytics, dashboards, and workforce reporting to support operational and strategic decision-making. Proficiency in the use of data visualization tools such as Power BI and data modelling.
  • Thorough knowledge of human resource information systems, HR data structures, and end-to-end HR processes.
  • Knowledge of HR data governance, privacy requirements, records management, and controls within a unionized, public-sector environment.
  • Demonstrated ability to analyze, validate, and interpret high-volume HR, payroll, and time and attendance data sets, and to deliver summaries and insights that inform operational and strategic decisions.
  • Strong analytical and problem-solving skills, with the ability to translate complex data into clear, meaningful information for diverse audiences.
  • Considerable knowledge of business process analysis, system integration, and ERP-enabled reporting environments.
  • Demonstrated ability to prepare and present specialized written and verbal reports, dashboards, and recommendations to senior leadership and other stakeholders.
  • Proven leadership skills, with the ability to empower and achieve results through others while managing competing priorities and deadlines.
  • Strong interpersonal and communication skills, with the ability to build collaborative relationships across HR, IT, Finance, Payroll, and business units.
  • Proficiency with Microsoft Office applications (Word, Excel, PowerPoint, Outlook, SharePoint) at an advanced level.
  • Balances a combination of people leadership, technical expertise, and a strong understanding of HR business processes, systems, and issue resolution.
  • Ability to foster a collaborative, service oriented, and continuous improvement culture within the team.

Weekly Hours: 40

Salary Range: $113,871.36 to $133,798.56 CAD per annum (2026 rates)
