Manager, Strategic Timetabling at Metrolinx
Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

This role is an in‑office position based at our 130 Adelaide St W location. Our team is highly collaborative, and much of our work benefits from in‑person co‑creation, relationship‑building, and hands‑on partnership with leaders across the organization.
The Strategic Timetabling Manager will lead the development and execution of service plans and timetabling for all long-term rail service offerings for GO Transit customers. Through the development and deployment of these plans, this role will provide specifications and boundaries for infrastructure requirements, fleet and crew planning, inputs into business planning and operational service adjustments to meet critical strategic objectives related to on-time performance and improved customer satisfaction.
What will I be doing?
Leads the development of New and modified Rail Service Plans (using specialized applications and software, and taking into account rail network interference resulting from multiple users of shared rail network) to support planned service level increases to improve ridership, revenue and asset utilization.
Leads a team of specialists in the development of alternative service plans in order to determine those plans which will deliver optimal results when measures against customer requirements, GO Expansion business case outcomes, effective asset utilization and cost effectiveness.
Identifies and validates strategic future infrastructure requirements to support planned timetables and service levels
Provides leadership in the development of the annual train service plan and the 5-year GO Transit Service Plan, in alignment with long term service plans (RTP)
- Manages operational interfaces and relationships with third-party railway partners (CN, CPKC, VIA, Alto, etc.) to ensure the smooth (non-disruptive) deployment of future service plans.
- Communicates and provides support to both internal and external clients to enhance and achieve organizational goals
- Creates a culture of continuous improvement to ensure high quality service standards and timely delivery are achieved. Ensures projects and initiatives are delivered on time and within budget
- Drives innovation by reviewing and analyzing processes to identify gaps and opportunities for improvement
- Monitors progress to ensure that planning objectives are delivered on time and within budget, and that anticipated business results are achieved; able to explain off-plan overages and exceptions Manages and directs staff (e.g. defines roles, responsibilities, and expectations); delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; manages staff and monitors work assignments to ensure adherence to timelines; monitors the achievement of performance objectives; develops and implements action plans to address performance gaps
What Skills and Qualifications Do I Need?
Completion of a degree in Engineering, Economics, Planning, or a related discipline – or a combination of education, training and experience deemed equivalent
Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health and Safety Act, etc.) and leadership and management skills to monitor and manage employees and contractors, including experience in the application of collective agreement provisions
Budget management to plan and monitor departmental budgets against limitations
Leadership ability to coach, mentor and manage a team of technical project professionals.
Interpersonal and oral/written/presentation skills to liaise with all levels within the organization; to work effectively with specialists across multiple sectors
Project management skills, including work planning, monitoring and evaluation expertise, managing multiple projects with competing priorities and tight deadlines
Knowledge of performance analytics to monitor project performance and quality and to collaborate on continuous improvement initiatives
Proven leadership, interpersonal and mentoring skills with the ability to clearly articulate creative ideas and direction to staff
Interpersonal and oral/written/presentation communication skills
Proficiency in MS Office (e.g. Outlook, Word, Excel, PowerPoint, etc.)
