ABOUT THE ROLE

Reporting to the Manager of Finance, the Finance Clerk is the main point of contact for residents and other customers accessing services at Town Hall. The role provides front line service to members of the public including processing cash receipts (billing and collection), issuing service orders, and answering inquiries in addition to supporting the operations of the Finance Department.

RESPONSIBILITIES

  • Answer customer inquiries and provide backup telephone reception.
  • Maintain dog tax system, including issuing and tracking dog tags, posting taxes and updating information.
  • Assist Bylaw enforcement with parking ticket payment tracking and reporting.
  • Issue service orders for meter maintenance, water connections and disconnections.
  • Prepare draft tax certificates, distribute approved certificates and files.
  • Processes payments received over the counter, through the mail, telepayment, anywhere banking, drop box and Interac for various Town operations.
  • Prepare daily cash report and bank deposit for submission to the Revenue Officer.
  • Processes, balances, and files mortgage company payments.
  • Produces (enters and posts) miscellaneous invoices and miscellaneous receivables as required, including, but not limited to, bus advertising, Police Record checks, and Bulk Water.
  • Sets up and maintains A/R customers in financial system.
  • Other general duties as assigned by the Manager of Finance or Director of Finance.

EXPERIENCE

  • Post-secondary diploma in a one- or two-year program in Business Administration, Accounting, or another related field is required.
  • A combination of education and experience may also be considered.
  • Previous experience with customer service/reception in an office setting is a strong asset.
  • Municipal experience is preferred but not required.
  • WHMIS & First-Aid/CPR Certifications are an asset (may be supplied by employer).

QUALIFICATIONS

  • Numeracy and cash-handling skills.
  • Exceptional verbal, written, and customer service skills.
  • Ability to work effectively both independently and as part of a team.
  • Competency in Microsoft Office 365 applications including Word, Excel, Teams, and Outlook.
  • File management, data entry, and other administrative procedures.
  • Basic knowledge of finance procedures including cash receipting, accounts payable, and accounts receivable is an asset.
  • Knowledge of municipal government processes and operations is an asset.
  • Working knowledge of accounting software is an asset. Familiarity with TownSuite is a strong asset.
  • Demonstrated ability to effectively handle multiple tasks concurrently and see them all through to completion.
  • Ability to frequently shift priorities to meet changing needs.
  • Appraise situations quickly and adopt an effective course of action.
  • Able to communicate effectively both orally and in writing.

TERMS AND CONDITIONS OF EMPLOYMENT

  • Non-union, permanent, part-time (minimum 20 hours per week, up to 35 hours per week when covering vacations)
  • Location: In-person, office shall be Town Hall (60 Pleasant Street, Bridgewater NS)
  • Town Hall is open to the public 8:30 a.m. – 4:30 p.m.
  • Work outside of regular office hours may be required to meet operational demands.
  • Hourly wage - $29.12 - $37.45
  • This position is eligible for the Town's defined benefit pension plan.
