The Role
Under the general direction of the Director, Planning Services / Chief Planner, the Manager of Development Approvals oversees and administers the Development Approvals unit within Planning Services and implements and oversees all applicable acts, legislative requirements, by-laws and policies. Strong written and verbal communication skills facilitate effective partnerships within the organization and with external stakeholders, developers, residents and other governmental agencies.
The Manager will provide professional planning expertise and advice to Council, staff, the public, key stakeholders and applicants in relation to the development approval process. The Manager contributes to department planning, goals, and budgets, coordinates and manages multiple major development projects of corporate significance, prepares reports, and presents and defends positions on proposals. The Manager coordinates the work activities of staff, reviews staff reports, work strategies and plans. The Manager will manage multiple tasks with changing priorities and present information and issues in a clear and concise manner. The Manager, Development Approvals is also a designated position for delegated approvals in the absence of the Director of Planning Services.

What You'll Do...
Lead and manage the Development Approvals unit on all development related planning matters and applications received by the City. Provide professional planning advice to Council, committees, staff and multiple external parties by providing professional planning advice to Council, committees, staff and multiple external parties. Demonstrate thorough understanding of all aspects of the development review process.
Coordinate and manage all development related planning applications, review and prepare reports, present and defend reports with respect to all applicable acts, legislative requirements, by-laws and policies.
Establish and maintain effective professional working relationships with internal departments, Council, committees, external agencies and board, other levels of government, development industry and community stakeholders.
Facilitates community efforts relating to planning matters by representing the City a various meetings and hearings, including provision of evidence at hearings.
Establishes and maintains a team of professional planners, coaches and mentor their development.

To qualify, you'll need...
Masters Degree in Planning or related field
Eight years of progressive planning experience
Full membership in OPPI/CIP
Extensive knowledge and understanding of Provincial Policy Statement, Planning Act, experience in development planning methodologies, working knowledge of other related statutes and regulations, and contract law relative to the Department and Corporation
Working knowledge of municipal, provincial and federal government acts and legislation, including occupational health and safety, employment standards, and human rights act
Ability to work outside regular business hours as needed
Valid class “G” driver’s license
Required to obtain and maintain a satisfactory criminal record check
