Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

Our Organizational Development and Learning (OD&L) team partners across the organization to design and deliver leadership and learning programs, develop talent strategies, and enhance employee experiences that support a future‑focused workforce. We are seeking a passionate and experienced Senior Consultant to provide strategic guidance, thought leadership, and expertise as we build a capability‑based organization and reimagine how learning supports performance, career growth, and organizational effectiveness.

This role is an in-office position (5 days per week) based at our downtown Toronto location. Our OD&L team is highly collaborative, and much of our work benefits from in-person co-creation, relationship-building, and hands-on partnership with leaders across the organization.

What will I be doing?

Learning Technology Leadership and Operations

  • Leads enterprise administration of the LMS and related learning technologies, including configuration, user roles and permissions, workflows, audiences, assignments, catalog structure, notifications, and overall system functionality to support business and compliance requirements.
  • Provides advanced functional and technical support to LMS administrators, learning owners, and end users by troubleshooting complex issues, coordinating escalations, and identifying sustainable solutions in collaboration with internal and external partners.
  • Leads the design, development, and delivery of LMS reporting, dashboards, and analytics to provide insight into learning activity, completion rates, compliance status, mandatory training oversight, learner engagement trends, and enterprise capability-building outcomes.
  • Establishes and maintains effective controls, workflows, and support practices that strengthen audit readiness, mandatory training oversight, accessibility compliance, and accountability for learning data and completion records

Customer and Stakeholder Management

  • Acts as the primary liaison across enterprise learning stakeholders, divisional learning teams, HR (including HR Technology), IT, and external vendors to align priorities, support decision-making, and resolve enterprise learning technology issues.
  • Partners with HR Technology, IT, vendors, and other stakeholders to support approved integrations between the LMS and connected systems such as HRIS, talent systems, reporting environments, identity/access tools, capability frameworks, and external content providers, including standards-based or API-enabled connections where appropriate.
  • Provides expert advice and guidance to stakeholders on LMS functionality, governance requirements, accessibility considerations, reporting options, process design, content/provider integration options, and opportunities to improve learning administration and measurement.
  • Guides and supports LMS administrators, learning owners, and stakeholders on enterprise standards, best practices, and effective use of learning technologies, without direct day-to-day supervisory responsibility unless otherwise assigned.

What Skills and Qualifications Do I Need?

  • Minimum six (6) to eight (8) years of progressively responsible experience with learning technologies, learning management systems, digital learning operations, HR / talent systems, reporting, or related enterprise systems, including experience working independently in a complex organizational environment.
  • Experience supporting LMS implementation, migration, system enhancement, integration, testing, or major platform change initiatives is strongly preferred.
  • Experience designing and delivering dashboards, analytics, compliance reporting, data quality controls, metadata standards, or enterprise reporting solutions is required.
  • Experience working with vendors and cross-functional stakeholders to resolve issues, improve processes, and support learning technology operations is required.
  • Experience supporting external content providers, standards-based integrations, API-enabled system connections, or capability / competency framework alignment within learning platforms is preferred
