The salary for the position is $108,147 to $155,461. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.
How will you make an impact?
The Manager, Human Resources Operations (Manager) promotes and fosters a consultative and problem-solving human resources approach and is responsible to provide leadership, guidance, advice and solutions for complex strategic and operational employee relations and human resources initiatives and issues. The Manager is a key partner for Interior Health (IH) Operations leadership, Finance and other IH and provincial groups for supporting and enabling the achievement of Interior Health’s strategic priorities and goals. The Manager manages and oversees a team of Human Resources (HR) professionals who work directly with site/program leaders on matters related to a broad range of human resources systems and situational issues, workforce optimization and sustainability and strategic initiatives ensuring consistent, customer-focused services with a high level of customer satisfaction.
The Manager will utilize knowledge in the full scope of the business of HR within IH. Relationships with operational leaders and corporate colleagues encourages understanding and cooperation in the development, implementation, and evaluation of the strategic directions and performance goals of IH provide an employee-oriented, high-performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, and the ongoing development of a superior workforce.
What will you work on?
- Leads and manages an assigned portfolio, including the direct management of people and resources, using effective management and communication techniques: coaches and mentors’ staff to foster a healthy and respectful work environment, enables developmental opportunities, investigates issues, and facilitates problem resolution. Responsible for recruitment, training, performance management, attendance management, and discipline measures for direct reports.
- Provides leadership, direction, and guidance to reporting staff and IH leaderships on a wide range of sensitive or complex operational employee and labour relations matters and response strategies including disciplinary issues.
- Analyzes opportunities for innovative solutions to address complex workforce challenges and provides feedback to the Director, HR Operations on the feasibility and requirements for the achievement of objectives. Maps out alignment with future direction and ensures initiatives are aligned with organizational and provincial strategies. Works closely with IH leadership to provide strategic support for key initiatives and priorities. Provides leadership to working groups, project teams and agile teams in the development and implementation of project plans.
- Collaborates and communicates with leaders across the organization and other key internal and external partners. Coordinates work between IH and other health authorities on provincial projects and initiatives, as assigned and establishes and fosters collaborative relationships with inter-provincial partners for the purpose of information sharing and problem solving. Participates on employer committees, as required, providing employee/labour relations considerations and risk and impact analysis in the development and implementation of HR strategies and plans.
- Accountable for developing and recommending the annual operating and capital budget for an assigned portfolio; monitors activities, variance analysis and reporting to ensure expenditures are within approved budgets; and identifies efficiencies that promotes the optimal use of resources.
- Regularly coordinates and reports information to the Director, HR Operations as requested by HR Leadership, the Senior Executive Team and HEABC. Prepares reports and briefing documents utilizing regional and provincial information, conducts presentations and workshops to appropriate groups, individuals, and committees.
- Participates in contingency plans as required for legal/illegal work stoppages (i.e. Essential Services).
- Manages and provides a safe and healthy workplace for patients/clients and staff and ensures that health and safety requirements for operational areas are met. Reports unsafe situations, investigates, and takes corrective action.
- In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.
- Performs other related duties as assigned.

Education, Training, and Experience
- Bachelor’s degree in business administration, Health Services Administration, Human Resources, or relevant human services discipline.
- A minimum of seven (7) years of recent, related experience working at a senior level in a complex organization; experience with systems change initiatives in healthcare is a significant asset.
- Previous experience managing a large number of staff required.
- People management/supervisory experience in a health care environment that is fast-paced and customer-oriented is preferred.
- CPHR professional designation is an asset.
- Or an equivalent combination of education, training, and experience.
