The City of Winkler’s Community Services department creates opportunities for Winkler’s residents and visitors to stay active, have fun, and be a part of the community. This department maintains and operates our indoor and outdoor recreation facilities, organizes recreational programming, and plans community events. What You’ll Do

Reporting to our Director of Community Services, the Recreation Manager leads the team that is responsible for recreation programming, scheduling of our facilities and grounds, and administration for the Community Services division.

Job Duties Include

  • Oversee day-to-day operations of recreation programming and recreation facility scheduling and rentals.
  • Oversee day-to-day Community Services communications through social media, websites, and media releases regarding recreation programming and scheduling. Support the Director of Community Services with higher-level communications, such as major project announcements, substantial changes to service, communicating about significant incidents, etc.
  • Provide assistance to the Director of Community Services in areas such as planning, grant applications, rate recommendations, managing user agreements, procurement, and other relevant tasks.
  • Ensure strong relationships are built and maintained with residents, visitors, and user groups. Support staff in providing customer service, especially when they are serving a dissatisfied or upset customer.
  • Oversee some administrative processes for the entire Community Services division, including ensuring incident reports are completed and responded to, developing, proposing, and implementing facility rules and policies, keeping the shared calendar of events, and other responsibilities as assigned by the Community Services Director.
  • Responsible for the productivity and well-being of Community Services office staff.
  • Actively encourage a positive, respectful, and productive workplace environment for team members.
  • Hiring, evaluation, scheduling, training, discipline, and dismissal of Community Services office staff.
  • Develop and update standard operating procedures and ensure that they are followed by Community Services office staff.
  • Participate in leadership meetings.
  • Assist the Director of Community Services in the preparation of the annual Community Services budget and ensure the department stays within budget.

Minimum Requirements

Qualifications You’ll Need

  • A suitable combination of education and experience is required, such as a grade 12 education (or equivalent) with experience in Parks and Recreation services.
  • A diploma or degree in Recreational Studies, or a related field, is an asset.
  • Experience in leadership and office work are required.
  • Public relations and customer service experience is a major asset.
  • Class 5 Manitoba Driver’s License.
  • Basic First Aid and CPR certification, or willingness to obtain, is required

Knowledge, Skills, And Abilities

  • Must be a team player.
  • Possess excellent communication and organizational skills.
  • Possess excellent interpersonal skills to deal with public and employees.
  • Must have the ability to remain calm in stressful situations with tasks, staff, and the public.
  • Must be safety conscious in all matters related to public and staff
  • Strong ability to write and speak in English.
  • Proficiency with Microsoft 365 suite of programs including Outlook, Word, and Excel.
  • Must be capable of working with minimum supervision.

Job Details

  • Works 40hrs/wk.
  • Mostly indoor office work that is sedentary but could include walking, sitting, standing, climbing stairs, manual dexterity, visual acuity.
  • Hazards associated with sitting, interacting with the public, and prolonged use of keyboard, mouse, and computer monitors
  • Pay range is $75,080.84 - $89,172.48.
