This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of City Hall, 426 Brant Street, Burlington, Ontario. Work location is subject to change at the discretion of the City due to operational demands. Effective September 2027, this role will be required to be on site 50% of the time each month.
Position Overview
Reporting to the Deputy CBO & Manager, Building Permits, this position is responsible for interpreting the Ontario Building Code, plans examination with a primary focus on Mechanical and Life Safety systems, site inspections and advising design professionals on regulatory requirements for large buildings, complex buildings, and designated structures. This position is also responsible for carrying out and guiding the public in the processes required to process building permit applications.
Responsibilities
The Engineer, Building is responsible for:
Ensuring plans and designs conform with the Ontario Building Code Act and the Ontario Building Code together with applicable laws, regulations, and standards by examining plans, design calculations, reports and specifications submitted in support of building permit applications for large buildings, complex buildings, non-residential small buildings, and designated structures.
Examining and analyzing architectural, structural and various building system designs.
Examining and analyzing mechanical and life safety system designs, including HVAC, plumbing, sprinkler and standpipe systems.
Reviewing hydraulic, HVAC load, pipe sizing and velocity, hydrant, water supply assessment, ventilation and heat loss/gain summary reports for various building systems.
Analyzing and evaluating complex designs and documentation submitted by architects, engineers, code consultants and other design professionals with respect to alternative proposals to the Ontario Building Code. Preparing technical reports recommending acceptance or rejection.
Advising and assisting design professionals, engineers, and architects in the design of buildings by engaging in preliminary design discussions to provide technical design information, materials evaluation and Ontario Building Code requirements and technical interpretation.
Reviewing and analyzing alternative solution proposals and the application of innovative materials and products for compliance with the Ontario Building Code, BMEC approvals, or CCMC report evaluations.
Attending Provincial Bylaw Court or Ontario Supreme Court to give evidence on Building Code infractions and engineering analysis.
Supporting professional associations (Professional Engineers of Ontario and Ontario Association of Architects) by assisting in investigating professional misconduct and breaches of the Code of Ethics by their licensed members.
Researching and preparing technical comments to various civic committees (i.e. Site Plan Committee, Mechanical Advisory Committee, Code Interpretation Advisory Committee). Attend various committees in the representation of written comments for the department.
Performing site inspections as required to evaluate unusual or unsafe conditions.
Requirements
The successful applicant will have a university degree (4 year) in Engineering or Architecture. You must also hold the designation or be eligible for designation as a Professional Engineer in Ontario (PEO). Registration with the Ministry of Municipal Affairs with qualifications in the following categories is required:

In addition to the above requirements, the candidate will also have a minimum of 5 years of relevant work experience with a minimum of 2 years of experience in large/complex building regulations, design/construction, and plans examination.
To be successful in this role, you demonstrate strong collaboration skills, building effective relationships with partners and stakeholders to achieve shared goals. You are customer-focused, providing responsive and professional service, while effectively organizing and prioritizing work to meet changing demands. Strong technical expertise and sound problem-solving skills are also essential.
This position may require occasional travel between sites and/or City facilities.
