Utilities Operator at City of Winkler
The City of Winkler’s Utilities Department plays an important role in protecting and safeguarding the public’s health by operating and maintaining the city’s wastewater collection and water distribution systems. The Utilities Department is looking for a self-motivated, positive person with a great team attitude to join their team!
What You’ll Do
- Working together with the Utilities team, you will be involved in various activities in the maintenance and repair of the city’s water, wastewater, and storm water systems.
- Assist in operating and maintaining water and wastewater infrastructure and components.`
- Perform inspections of new infrastructure installations and provide reports.
- Provide support to staff in repairing infrastructure.
- Install water meters, take readings and perform basic calculations.
- Operate light service equipment, CCTV unit, line thawer and line detector.
- Perform inspections at: backflow prevention devices, grease/pit interceptors, water meter bypasses.
- Perform routine work assignments.
- Janitorial cleaning of lift stations and shop work areas.
- Other duties as assigned
Qualifications You’ll Need: Minimum Qualifications:
- Grade XII education or equivalent is required to obtain provincial certifications.
- Must have or be able to attain a Manitoba’s Water & Wastewater Facility Operator Certification for Water Distribution I, Wastewater Collection I, and Wastewater Treatment I.
- Must have a valid Class 3 driver’s license with air brake endorsement or valid class 5 driver’s license with the ability and willingness to obtain a Class 3 driver’s license with air brake endorsement.
- A criminal record check and driver's abstract will be required.
- Experience in water and wastewater facilities is an asset.
- Will be required to obtain Confined Space Training, basic First Aid and CPR.

- Must be a team player.
- Ability to work well as a part of a team that eagerly does their best to provide professional and quality service to the community.
- Ability to understand problems with equipment or infrastructure and find good solutions to these problems.
- Good verbal and written communication skills.
- Work effectively with minimal supervision.
- Basic electrical and plumbing knowledge.
- Be physically capable of performing work tasks.
Job Details
- Full-time, permanent position.
- Monday to Friday, 7:30-4:00 with rotating weekend duties and standby or on-call after hours.
- Full benefits package that includes an employer matched pension plan, dental, vision, extended health, travel coverage, and more.
- Pay Range is $21.84 to $30.81 (Inclusive of the starting wage for Operators-in-Training and the top of the scale for Operators with Class 1 certifications). Experienced Operators may qualify for higher wages.
- This is a unionized position, represented by CUPE Local 5603.
