Job Summary

Reporting to the Manager, Plant Capital and Engineering, this role is responsible for the delivery of major water and wastewater treatment capital projects and the direct supervision and strategic leadership of project managers and technical professionals in the Water and Wastewater Treatment Division. The Senior Project Advisor will also assist the Manager in developing a dynamic and fully engaged team of professionals, enhanced project delivery and program management. They will also develop processes and practices necessary for the successful delivery of key programs.

Duties and Responsibilities

  • Implement and provide project management on large and/or complex water and wastewater treatment capital projects from preliminary design through to commissioning and close-out
  • Oversee the delivery of key programs or projects and ensures they are delivered within expected timelines and budget
  • Provide day to day supervision, mentoring and coaching, and professional guidance, to develop an effective, quality focused and inclusive team consisting of project managers and interns
  • Successfully interface with multiple stakeholders, including regional staff, contractors, consultants, council and the general public
  • Liaise with Municipal, Provincial and Federal Agencies to obtain all necessary approvals and permits for the implementation of projects
  • Provide engineering support to Water and Water Treatment Division, Infrastructure Planning, Operations and Maintenance groups
  • Key contributor to the Asset Management Program, including identification of risks, prioritization, business case development and budgeting
  • Contribute to the development of the Division’s annual capital and operating budgets
  • Provide water and/or wastewater process design expertise and act as a key contributor in value engineering exercises in order to ensure infrastructure meets its intended functions and effectively communicate decisions to project teams and senior management

  • Review and enhance program and project delivery processes and practices to ensure they are optimized and represent current industry best practices
  • Develop and cultivate strong relationships within the Department, across the Corporation and staff of appropriate provincial ministries, adjacent Upper Tier and Single Tier municipalities and the area municipalities, through demonstrated professionalism, political acuity and responsive communications
  • Research, develop and implement best practices to ensure programs are delivered to the highest quality and within industry standards
  • Provide specific and broad advice and guidance to the Public Work’s Senior Management Team to support delivery of key strategic projects
  • Act for the Manager of Plant Capital and Engineering as required

Skills & Qualifications

Essential

  • Post-secondary education in an Engineering/Applied Science field
  • Minimum of seven (7) years progressive project management experience in delivering complex projects to scope, on time and on budget
  • Experience in water and/or wastewater process design, engineering and SCADA automation
  • Excellent Leadership skills to support the development of a quality focused culture, effectively manage staff, and oversee the delivery of programs and initiatives
  • Expert project management, strategic planning, analytical and problem solving skills and strong oral and written communication skills, along with strong facilitation, negotiation and dispute resolution skills
  • Demonstrated knowledge and experience in the planning, design, construction, and commissioning of water and wastewater treatment infrastructure
  • Excellent project management skills, including: strategic planning, organization, problem solving, financial management and risk mitigation
  • Strong oral and written communication skills, along with strong facilitation, negotiation and dispute resolution skills to be able to interface with multiple stakeholders including regional staff, contractors, consultants, council and the general public

Preferred

  • P.Eng. or CET designation
  • Demonstrated knowledge and experience with applicable legislation, standards, documentation and regulatory processes, including: Municipal Class Environmental Assessment, Safe Drinking Water Act, Clean Water Act, Ontario Water Resources Act, Environmental Protection Act, American Water Works Association Standards, Construction Lien Act and Occupational Health and Safety Act
