Procurement Specialist

Position Summary

Reporting to the Procurement Coordinator, the Procurement Specialist position works collaboratively withing the Procure to Pay team and across schools and divisions at Red Deer Polytechnic to provide expert advice and service in all aspects of procurement in support of institutional operations, including:

  • Sourcing and solicitation,
  • Contract administration, and
  • Providing leadership and direct support to school and department buyers.

Position Responsibilities

As a Procurement Specialist, you will:

  • Establish and maintain efficient communication channels with the department buyers to ensure sound and compliant purchasing decisions are made across the organization
  • Manage end-to-end competitive bid process, including contract negotiation and drafting
  • Champion compliance as a key procurement risk mitigation strategy
  • Assist client schools and departments with sourcing, including preparing and evaluating responses to requests for quotes
  • Review and process purchase orders, change orders, standing orders and other means of procurement
  • Monitor and maintain the list of corporate contracts (such as office supplies, for example) and provide – to the extent possible – support to the clients schools/departments in procuring products through these contracts
  • Work closely with the Risk and Insurance Coordinators as well as the Access and Privacy Coordinator, monitoring and arranging contract renewals and amendments
  • Document and maintain procurement records
  • Interpret and ensure compliance with the trade agreements, legislation, contract law, policies and procedures
  • Lead or participate in other work related projects
  • Adhere to professional standards and ethics

Required Qualifications

  • Diploma in Business or Supply Chain Management
  • Member of the Supply Chain Management Association
  • Two to three years of experience in procurement, preferably in public sector
  • Ability to operate and lead in high stress and peak volume cycles
  • Excellent interpersonal skills with the ability to work collaboratively with a wide range of stakeholders
  • Demonstrated analytical and problem-solving skills
  • Strong consultative and collaborative skills
  • Knowledge and understanding of public procurement, trade agreements, procurement law and legislation
  • Solid computer skills in MS Office applications with the emphasis on Word and Excel
  • Ability to lead/facilitate meetings with internal and external stakeholders
  • Criminal record check required

Preferred Qualifications

  • A four (4) year undergraduate degree, or three (3) year undergraduate degree plus one (1) full additional year of university in a related program would be considered an asset.
  • Previous experience working in public procurement or working in a post-secondary environment considered an asset.
  • Supply Chain Management Professional designation or Public Procurement Certificate considered an asset
