Business Analyst (Asset Management focus) at Halifax Regional Municipality

Reporting to the Manager Asset Management Systems, the Business Analyst is responsible for monitoring and improving the quality of data stored in the asset management systems, collecting new and updated data, and providing advice and support to end users.
Working as part of the Asset Management Systems team, the Analyst works closely with teams throughout the municipality to provide dedicated support to capital projects, operational activities, and data collection exercises. They are trusted partners that link the day-to-day operations of the municipality with the long-term strategic direction of the Asset Management policy, helping ensure that municipal assets are well managed.
KEY RESPONSIBILITIES
Business Unit Partnerships
- Develop relationships within operational business units to share asset management knowledge, stay aware of asset-related initiatives, and proactively advance asset management priorities.
Asset Data Management
- Evaluate existing asset data using criteria for completeness, quality, and currency
- Produce and distribute standardized reports outlining the quality of the asset data and highlighting priority areas for improvement
- Investigate and correct discrepancies and errors in the data
- Assist in the development of new or changed asset data types
- Keep current with new developments in the asset management systems, asset management practices, and GIS tools
- Collaborate with the Asset Management team and management in the establishment of long-term strategic directions for asset data collection
Asset Data Collection
- Provide technical and process assistance to data collection exercises led by other departments
- Lead data collection exercises carried out by the Asset Management Office, including collection of data from existing sources and in the field
- Evaluate technical options for data collection and make recommendations
System Configuration
- Provide technical advice on the configuration of the asset management systems in relation to the GIS
- Liaise with the Information Technology department to evaluate proposed changes to the GIS and advise on impacts on the asset management systems
Process Management & Documentation
- Evaluate existing processes related to the management of asset data and provide advice and recommendations on improvements
- Develop new processes as required
- Document new and existing processes
- Work closely with employees at all levels of the organization to identify opportunities for improvements
- Monitor and report on the outcome of processes
Training & Support
- Provide training to users of the asset management systems. This may be as informal one-on-one training or structured group sessions
- Create training materials
- Respond to user inquiries and problem reports
- May perform other related duties as assigned
QUALIFICATIONS
Education & Experience
- Diploma or Degree at the post-secondary level in a discipline related to spatial data, asset management, or public administration.
- 3+ years of experience in managing spatial data and performing/supporting data collection
- 3+ years experience developing reports using tools such as Crystal Reports, Excel, or Power BI
- 3+ years experience providing customer service and support to non-technical users
- Some experience with building strong relationships with stakeholders including senior management, clients, and technical staff
- Translating business needs into technical requirements and solutions
- Performing education / training
- Some experience with process design, development, and implementation
- Basic project management skills
- General knowledge and some formal training in Business Analysis Skills and Asset Management is preferred
Technical/Job Specific Knowledge and Abilities
- Proficiency in Esri tools and technology
- Proficiency in Microsoft Excel
- Good understanding of reporting and presentation tools
- Good understanding of general data management practices
- General understanding of business process analysis

WORK STATUS: Permanent, Full time
Hours of Work: Monday to Friday, 8:30 am-4:30 pm 35 hours/week
SALARY: Non-Union,NU6 ($73,094-$94,587). Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.
