Position Overview

The City is seeking a Manager, Parking Business Services to lead the planning, design, and delivery of the City’s curbside access and parking programs. The Manager, Parking Business Services is responsible for:

• Leading the implementation of the City’s curbside access and parking program (CAPP), ensuring alignment with transportation policy and mobility goals; Providing mid and long range planning input and direction for curbside regulations, infrastructure needs, and future program enhancements;
• Overseeing parking operations, including residential and commercial permits, pay parking systems, accessible parking, loading zones, City parking lots, and the public EV charging network;
• Lead the management and operational oversight for the City’s off-street parking assets;
• Establishing and providing input into program priorities and technical standards for curbside design, signage, and regulation plans;
• Developing monitoring frameworks, performance metrics, and analytics to evaluate program effectiveness and support reporting to senior leadership and Council;
• Managing budgets, contracts, and vendor relationships for parking technology, equipment, and service delivery;
• Leading a team of unionized and exempt staff, providing coaching, performance management, and workload planning;
• Coordinating the work of consultants and contractors to deliver program objectives;
• Fostering a collaborative, accountable, and service‑oriented team culture;
• Liaising with internal departments, external partners, businesses, and community organizations, and supporting public engagement and communications activities.

Requirements

Reporting to Senior Leadership, this position oversees the City’s parking management function and leads a team of unionized and exempt technical staff. The Manager provides day‑to‑day leadership, coaching, performance management, and workload planning to support the effective delivery of curbside and parking initiatives. The role also coordinates the work of consultants and contractors, develops annual work plans, and ensures high‑quality, service‑oriented execution across all curbside, parking, and EV charging programs.

The ideal candidate brings a blend of education and experience in business development and operations, transportation planning, engineering, parking management, or related municipal programs, supported by at least seven years of progressively responsible experience. You have managed capital projects in a public sector environment, led technical teams, and built strong working relationships across diverse internal and external stakeholders. Your background includes developing and implementing curbside or parking programs, applying technical standards, and navigating complex operational, financial, and policy considerations within a municipal or business context ensuring programs are delivered with strategic insight, technical rigor, and strong organizational alignment.

Compensation

We offer an attractive remuneration and benefits package for this exempt position, including a compressed work schedule. The salary range is $116,568 – $135,876 annually (2026 rates).
