Job Summary

Equans is seeking an experienced PPP Solutions Director to support the development of complex infrastructure and facilities management pursuits. This role will bring specialized expertise in P3 bid development, O&M pricing, lifecycle modelling, design review, technical solution development, and whole-life cost analysis. Working closely with Business Development, Bid Leads, Estimators, design partners, operations teams, and subject matter experts, the PPP Solutions Director will help shape commercially robust, technically sound, and competitive solutions for major PPP and complex FM opportunities.

Responsibilities

  • Lead and support the technical development of PPP/P3 and complex FM pursuits, including O&M solution development, lifecycle strategy, and pricing assumptions;
  • Develop, review, and validate O&M and lifecycle cost models, including labour loading, staffing assumptions, asset replacement planning, maintenance frequencies, and scenario modelling;
  • Review design documentation from an operational, maintainability, lifecycle, energy, and availability perspective, identifying risks, opportunities, and whole-life cost impacts;
  • Challenge and support design teams on equipment selection, access, maintainability, replacement logistics, energy performance, and long-term operational implications;
  • Support pricing strategy by translating technical, operational, and lifecycle assumptions into defensible commercial inputs for bid models;
  • Assess payment mechanism, performance requirements, service levels, KPIs, availability obligations, deductions, and risk transfer implications for FM and lifecycle delivery;
  • Coordinate with estimators, operations, technical SMEs, subcontractors, design partners, and commercial teams to develop integrated and client-focused solutions;
  • Support subcontractor engagement, make/buy analysis, scope clarification, pricing review, and validation of third-party assumptions;
  • Prepare clear technical and commercial recommendations for senior stakeholders, including trade-off analysis, risk summaries, and whole-life value assessments;
  • Support mobilization cost planning, transition assumptions, operational readiness inputs, and long-term service delivery planning;
  • Contribute to non-P3 pursuits as required, including complex estimating, labour modelling, lifecycle comparisons, cost optimization, and technical solution review;
  • Capture lessons learned and support continuous improvement of pricing models, technical assumptions, bid tools, and delivery approaches.

Requirements / Qualifications

  • Authorized to work in Canada;
  • Ability to pass required background checks;
  • Minimum 8–10 years of relevant experience in PPP/P3, facilities management, technical services, O&M pricing, lifecycle costing, or complex infrastructure pursuits;
  • Demonstrated experience supporting PPP/P3 bid development, including O&M pricing, lifecycle modelling, design review, and technical solution development;
  • Strong understanding of facilities management delivery models, maintenance strategies, asset management, service levels, performance requirements, and lifecycle obligations;
  • Experience developing or reviewing labour loading, staffing models, maintenance task frequencies, subcontractor scopes, and long-term cost assumptions;
  • Ability to interpret design documentation and identify operational, maintainability, lifecycle, energy, safety, and commercial impacts;
  • Strong ability to communicate technical and financial concepts clearly to internal stakeholders, design teams, and senior decision-makers.

Skills

  • Advanced PPP/P3 technical and commercial analysis skills, with a strong understanding of O&M, lifecycle, availability, performance, and payment mechanism requirements;
  • Strong lifecycle cost modelling and whole-life cost assessment capabilities, including NPV, sensitivity analysis, and trade-off evaluation;
  • Ability to assess design options from an operational, maintainability, energy, replacement, and long-term service delivery perspective;
  • Strong estimating, labour modelling, scenario modelling, and pricing assumption development skills;
  • Collaborative working style, with the ability to engage effectively with design teams, estimators, operations, subcontractors, commercial leads, and senior stakeholders;
  • Strong analytical judgement and ability to convert complex technical and financial information into clear recommendations;
  • Proficiency in MS Office, particularly Excel-based modelling, Word, and PowerPoint.

Assets

  • Professional certifications related to energy management, commissioning, building performance, asset management, or project management;
  • Experience with healthcare, research, laboratory, transportation, justice, education, or other complex infrastructure environments;
  • Experience working with design-build, P3/PPP, or long-term concession models;
  • Ability to speak and write in French.
