About the Organization

The Deposit Guarantee Corporation of Manitoba (DGCM) is the deposit guarantor and primary regulator of Manitoba credit unions and Credit Union Central of Manitoba (CUCM). DGCM’s mandate is to:

  • Guarantee deposits in credit unions.
  • Promote credit union development of sound business practices and protect them from financial losses.
  • Ensure that credit unions operate according to standards of sound business practice and ensure that CUCM operates according to prudential standards.
  • Promote and otherwise contribute to the stability of and the public confidence in the credit union system and CUCM.

The Opportunity

Reporting to the Board of Directors, the CEO is responsible for positioning DGCM as a proactive and effective regulator and deposit guarantor. Working closely with DGCM’s Senior Management Team, the CEO establishes the strategic direction to advance the company's mission and objectives, while overseeing corporate operations to ensure efficiency, quality, and cost-effective management of risk and resources. DGCM is seeking an accomplished executive leader to build on its strong foundation as a proactive and effective regulator and deposit guarantor.

Key Responsibilities

  • Partner with the Board of Directors in establishing effective corporate governance practices and policies.
  • In collaboration with the Senior Management Team, provide leadership in the development and execution of strategic and financial plans that align with DGCM’s vision, mission and corporate values.
  • Oversee annual operating and capital financial budgets to achieve targeted results and optimal financial performance.
  • Ensure that human, financial and technical resources are utilized in an efficient and cost-effective manner.
  • In collaboration with the Senior Management Team, foster a culture of collaboration, development and succession.
  • Support the ongoing stability and resilience of the Manitoba Credit Union System through collaboration, policy development, preparedness planning and stakeholder engagement.
  • Identify and assess trends and emerging risks, adapting strategically to a rapidly changing finance service landscape.
  • Improve maturity of information and reporting data, analytics and frameworks, focused on proactive technology integration, enterprise risk management, enhanced reporting, artificial intelligence and digital security measures.
  • Cultivate and enhance trusting relationships with the Board, government, regulatory bodies, Manitoba credit unions, CUCM and other key stakeholders.
  • Maintain appropriate levels of oversight over Manitoba regulated entities, enhancing programs, ensuring sector sustainability, and maintaining effective practices.

Selection Criteria

  • Post-secondary education, preferably in business or relevant discipline, or equivalent experience and training.
  • Extensive senior operational and/or corporate leadership experience.
  • Experience working with and/or reporting to a Board of Directors.
  • Successful track record running an operation in a complex and dynamic environment.
  • Familiarity with the credit union industry and regulated environments. Direct sector knowledge is a definite asset.
  • Demonstrated success leading the strategic planning process and implementation of effective strategies.
  • Strong business acumen, risk assessment, and financial management skills with ability to interpret financial reporting.
  • Proven success in integrating systems, and modernizing technology, digital tools, techniques and delivery methods.
  • Advanced leadership capability, coupled with a collaborative and proactive approach to impact organizational performance and mobilize high-performing teams through transformation and alignment with a shared vision.
  • Transformational and collaborative leader, with the ability to coach, mentor and develop people.
  • Relationship-driven professional with strong interpersonal skills, transparent communication style and integrity.
  • Adaptable, open-minded individual with strong critical thinking, conflict resolution, risk mitigation, and problem-solving skills.
