The Role
The Resource Proposal Specialist is responsible for preparing high-quality candidate submissions for Federal Government and professional services opportunities, primarily within the IT and digital consulting space.
Working closely with recruiters, candidates, account managers, and proposal teams, this role transforms resumes, project experience, and qualification information into compliant, compelling, and submission-ready packages. The successful candidate will have a strong understanding of government professional services procurement vehicles, evaluation criteria, and resource-based proposal requirements.
This position plays a critical role in ensuring candidate submissions are accurately aligned to Statements of Work (SOWs), resource category requirements, and mandatory and point-rated evaluation criteria.
Day-to-Day Responsibilities
- Partner with recruiters, candidates, and the bid team to develop high-quality, compliant candidate submissions for Government of Canada and professional services opportunities.
- Review, enhance, and tailor technical resumes, project descriptions, and professional experience summaries to align with solicitation requirements and evaluation criteria.
- Analyze Statements of Work (SOWs), resource category requirements, and mandatory and point-rated evaluation criteria to determine candidate suitability.
- Map candidate qualifications against solicitation requirements, validate years of experience, and identify gaps requiring additional information or clarification.
- Prepare candidate profiles, qualification summaries, compliance matrices, and mandatory and rated evaluation grids.
- Gather, validate, and organize supporting documentation, including certifications, education credentials, security clearances, and project experience.
- Assemble and perform quality assurance reviews of submission packages to ensure accuracy, consistency, compliance, and readiness for submission.
- Maintain resume templates, project descriptions, and reusable content libraries to support proposal efficiency and consistency.
- Support proposal activities across IT, digital transformation, cybersecurity, cloud, software development, data, and other professional services domains.
- Leverage AI tools and emerging technologies to improve content development, compliance analysis, and operational efficiency.
What You Bring To The Table
- 3+ years of experience preparing resource submissions, qualification summaries, compliance matrices, evaluation grids, and resource proposal documentation for Government of Canada or professional services procurement opportunities.
- Experience supporting TBIPS, TSPS, ProServices, THS, SBIPS, or similar Government of Canada professional services procurement vehicles.
- Ability to elicit information from candidates, ask effective follow-up questions, and synthesize complex information into proposal-ready content
- Experience enhancing, tailoring, and validating technical resumes for proposal submissions involving IT consultants and technology professionals.
- Experience completing mandatory and point-rated evaluation grids for Government of Canada professional services opportunities.
- Demonstrated experience mapping candidate qualifications to solicitation requirements, resource categories, and mandatory and point-rated evaluation criteria.
- Ability to understand and accurately represent technical experience involving software development, cloud platforms, cybersecurity, enterprise applications, data analytics, infrastructure, and digital transformation initiatives.
- Experience reviewing, interpreting, and applying Statements of Work (SOWs), resource category requirements, and solicitation evaluation criteria to candidate submissions.
- Exceptional writing, editing, proofreading, and document formatting skills.
- Strong attention to detail, organizational skills, and the ability to manage multiple competing deadlines.
- Experience with AI tools such as Copilot, ChatGPT, etc. is highly valued.
- Experience supporting technology-focused professional services opportunities in areas such as IT consulting, software development, cloud, cybersecurity, data, or digital transformation would be an asset.
