General Description
The Advisor, Equipment Training is responsible for the advising and delivery of equipment training programs for Municipal Operations and Municipal Transit. The major function of the role is delivering training on tools and equipment in the classroom, through practical instruction and demonstration coaching. Incumbents will train new recruits and experienced employees to safely and efficiently operate tools and equipment required for their positions. The Advisor, Equipment Training is the subject matter expert and will advise on and validate information for the Coordinator, Equipment Training.
Training includes defensive driving, operating air brakes, equipment preventive maintenance and techniques, safe operation of equipment, municipal inspections, documentation systems, and/or highway driving certification. Customer service training to meet the special needs of customers may also be required (i.e., Specialized Transit Operators). Equipment Training Advisors also provide refresher / re-certification training to maintenance and operations employees throughout the Municipality as required.
Advisor, Equipment Training will support either Transit Operations or Light/Medium/Heavy Duty Equipment Operations. The specific technical area that the Advisor will support will be indicated at time of job recruitment and hiring, but may be adjusted to meet operational demands and to ensure ongoing coverage as required.
Primary Responsibilities Of This Position Include
Equipment Training Program Support: Monitors and evaluates municipal training program effectiveness and works with the Coordinator, Training to make modifications to the content and delivery as required. When new equipment is introduced, evaluates the equipment in conjunction with the Safety Branch, and determines the training needs. Assists in developing safe work procedures and practices related to equipment. Implements processes to evaluate competency to operate equipment, pre-hire, and internal job transfers.
Conducts evaluations both in the classroom and field, organizes paperwork, maintains employee training records, and participates in course program and curriculum development.
Employee Training and Development: Responsible and accountable for preparing and presenting tool and equipment training in both theory and a practical setting. Mentors, coaches, transfers knowledge, and provides information and support to all maintenance and operations staff while they are in training or undergoing assessment. Advisor, Equipment and Technical Training is responsible to complete a competency assessment to ensure that an operator can safely handle the specific tools and equipment and perform their daily municipal operational responsibilities.
Skills Requirements
Candidates need to show evidence of the following:
- Knowledge and expertise in training principles, methodology, and adult learning theories.
- Experience in delivery of training courses.
- Ability to empower people, and use innovative approaches in situations involving rapid change, shifting priorities, and/or simultaneous demands.
- Excellent interpersonal, analytical, and communication skills, as well as a demonstrated ability to assess situations from a business perspective.
- Sound, practical judgment using independent decision making.
- Promotes a safe work environment and leadership in effective labour relations.
- Experience in accident and claims investigation, and claims management.
- Knowledge of radio communication procedures and demonstrated ability to communicate effectively through this media.
- Ability to work with and understand spreadsheets and budget controls, as well as SAP. Capable of preparing clear, concise reports and recommendations.
- Knowledge of all equipment and processes used in municipal operations.
- Knowledge of safety precautions, methods, and techniques employed in municipal operations.
- Knowledge of the system, schedules, routings, Collective Agreement (s) and operational policies and procedures.
Education
- Diploma or degree in Adult Education, Business or equivalent.
- Training and Development Course from a recognized institute an asset.
- Course work in collision/incident investigation from a recognized institute an asset.
- Journeyperson status in related trades an asset.
- An equivalent combination of education and work experience may be considered.
Experience
- Five (5) years of experience which may include a combination of professional trainer, incident investigation, and heavy equipment and truck operation.
- Two (2) years of experience in a leadership/supervisory capacity or a formal training capacity are assets.
- Experience working in a public sector environment with unionized and non-unionized employees considered an asset.
Other Requirements
- Submission of a Criminal Record Check.
- Must be willing to work outside in all conditions.
- Must be medically and physically able to perform all duties of the position on an ongoing basis.
- May be required to work in unsanitary conditions, therefore, immunizations are strongly recommended.
Operator’s License Requirements
- A valid Alberta Class One (1) Operator’s License is required.
- A clean driver’s abstract is preferred.
- Q-Endorsement (air brakes) is required.
- A safe driving record is required. Operator’s license and driver’s abstract must meet the requirements as outlined under the Municipality’s Recruitment and Selection Procedure (HRM-040).
Safety
As an employee of the Regional Municipality of Wood Buffalo, the incumbent is responsible and accountable for knowing and working in accordance with the Health and Safety Directive. As per Section 2 of the Occupational Health and Safety Act, the incumbent shall ensure, while in the employ of the Regional Municipality of Wood Buffalo, the health and safety of employees, contractors, and the public.
This position is not employed in a supervisory capacity. As such, the employee is not required to obtain additional safety training in accordance with municipal procedures and directives.
