Responsibilities

  • Analyze publications, strategies, and frameworks, and recommend content for refreshed doctrine.
  • Validate, modify, and compile publications and frameworks to ensure consistency and reduce ambiguity.
  • Conduct research and stakeholder engagement to capture subject-matter expertise.
  • Translate doctrine, policy, and personnel management content into clear, accessible formats.
  • Develop performance measurement frameworks, logic models, indicators, and assessment tools.
  • Design evaluation plans covering objectives, methodologies, timelines, and roles.
  • Develop terms of reference that define evaluator roles, responsibilities, and standards.
  • Build and test evaluation tools such as surveys, interview guides, focus groups, and case studies.
  • Collect and analyze qualitative and quantitative data to assess doctrine performance and relevance.
  • Validate approaches, findings, and recommendations through expert panels, peer reviews, and consultations.
  • Prepare evaluation reports, briefing notes, and presentation decks to inform leadership decisions.
  • Compile lessons learned and deliver strategic briefings on evaluation plans and findings.

Qualifications

  • 10+ years of experience in doctrine development, technical writing, evaluation, performance measurement, or related advisory services.
  • Experience leading 3+ mixed-method (qualitative and quantitative) evaluation projects in complex organizations.
  • Experience applying validation and quality assurance methods on 3+ evaluation projects, including peer and expert review.
  • Experience authoring evaluation governance documents and terms of reference on 3+ evaluation projects.
  • Experience leading documentation governance and standardization on 3+ projects.
  • Experience leading stakeholder engagement and integrating subject-matter expert input on 3+ projects.
  • Experience conducting evaluations under Treasury Board policy instruments and results-based management principles.
  • Experience developing or evaluating doctrine and policy frameworks for a national defence or armed forces environment; NATO or Five Eyes experience is an asset.
  • 6+ months of experience supporting written products in a defence or security environment.
  • Secret clearance required.
  • Master's or doctoral degree (PhD) in Military Science, International Relations, Human Resources Management, or Public Administration.
