Job Profile

Under the general direction of the Senior Data Scientist, the Data Scientist is responsible for conducting large-scale and targeted statistical data analysis to identify trends and deliver, reports to both management and project stakeholders.

The Data Scientist leads the design, implementation, and integration of complex data systems and sources, oversees the development of advanced analytics models, and creates interactive dashboards and visualizations to support operational and strategic decision-making.

Leveraging deep knowledge of industry best practices and providing subject matter expertise, the Data Scientist fosters a data-driven culture and strengthens the organization's ability to accurately collect, analyze, and deliver actionable insights to support informed decision-making.

In the absence of the Senior Data Scientist, the Data Scientist may assume temporary oversite responsibilities of the section.

As a Data Scientist You Will

  • Conduct large-scale and targeted statistical data analysis to identify trends, support critical decision making, and for reporting to both management and project participants.
  • Lead the development, implementation, and integration of new and existing data sources, applications and reporting mediums.
  • Contribute subject matter expertise to promote a data culture within the organization and enhance organization-wide capacity for accurately collecting, analyzing, and acting on data.
  • Research and apply best data science practices to ensure accurate, efficient and scalable solutions aligned with industry standards and business goals.
  • Other duties as assigned

Your Education And Qualifications Include

  • Bachelor's Degree in Computer Science, Statistics or related field.
  • Certificate in Business Intelligence is an asset.
  • Master's Degree is an asset.
  • SQL, RStudio, and/or Python
  • Statistical Analysis System (SAS), Statistical Package for Social Sciences (SPSS), or other equivalent tools
  • Data analytics, interpretation of data and statistical modelling
  • Minimum 48 months experience with databases, performing Extract/Transform/Load (ETL) from various data sources, and data warehousing integration including organizing, compiling, manipulating, analyzing and summarizing large datasets.
  • Experience with Artificial Intelligence, Machine Learning or Neural Networks is an asset.
  • Knowledge of operational process asset management principles and practices and ability to integrate data science for the effective and efficient use within the Service's investment planning process.
  • Knowledge of project management principles and the ability to manage multiple projects and coordinate and facilitate activities as assigned.
  • Knowledgeable in utilizing data repositories and integrating open-source programming and tools to address specific requirements.
  • Practical experience with graphic design principles for Power BI dashboard creation.
  • Skilled in using business intelligence platforms and tools such as Power BI SAS, SPSS, Power Query, and Data Analysis Expressions (DAX).
  • Proficient in Geographic Information Systems (GIS), Geospatial and Location Intelligence (GLI), including cartography and mapping techniques.
  • Demonstrated advanced level proficiency in Microsoft Word and Excel.
  • Demonstrated ability in data collection, writing summaries, and visualizing data.
  • Proven history of advising senior leadership and driving efficiency and improvement through innovative solutions and successful project execution .
  • Ability to conduct research, analyze complex issues and make recommendations based on sound judgement.
  • Strong analytical and problem-solving skills.
  • Excellent organizational abilities with a proactive, initiative-driven approach.
  • Strong ability to multi-task and perform effectively under time constraints.
  • Excellent oral and written communication skills , and the ability to present research findings effectively to varying audiences.
  • Demonstrated interpersonal skills and the ability to work cooperatively, collaboratively, and professionally with fellow employees at all levels, consultants and external stakeholders.
  • Ability to work independently and build and maintain relationships with the team and others within the organization
  • Ability to maintain a continuous learning attitude.

  • Canadian Citizen or Permanent Resident
  • Minimum 18 years of age
  • No involvement in any criminal activity within the last two years (including illegal drugs)
  • No criminal record for which a Pardon has not been granted

Conditions Of Employment

  • Ability to pass a level 3 Winnipeg Police Service security check and maintain clearance.
  • Must keep abreast of current and emerging techniques and technologies in the field of big data, data analytics, data visualization, Intelligent Systems, and smart cities.
