On behalf of our healthcare client, Affinity Healthcare Solutions is seeking an Operating Model Specialist to support a large-scale clinical information systems and digital health transformation initiative.

This strategic role is focused on designing and validating a multi-entity operating model that supports the standardization and modernization of healthcare delivery through integrated digital health systems. The Operating Model Specialist will help translate the future vision of the organization into sustainable operating practices, processes, and governance structures. The successful candidate will support the design and oversight of clinical, technical, business, and operational capabilities across multiple healthcare stakeholders, ensuring effective service delivery, alignment, and long-term sustainability of enterprise clinical systems.

Responsibilities / Deliverables

  • Develop the overall approach and framework for operating model development, including scope, stakeholder identification, roadmap, phases, risks, and alignment between strategic objectives and operational realities.
  • Create and maintain an integrated project plan and governance framework covering timelines, milestones, dependencies, risks, and decision-making pathways across all workstreams.
  • Lead stakeholder engagement activities, including workshop planning, facilitation, materials development, governance reviews, validation sessions, and documentation of outcomes.
  • Develop a comprehensive capability model that identifies required business, clinical, technical, and operational capabilities, as well as supporting artifacts such as governance documents, process maps, SOPs, SLAs, and frameworks.
  • Coordinate and support the development of all artifacts required to operationalize the target operating model, assigning ownership, tracking progress, and ensuring completion.
  • Provide leadership and oversight for the development of key deliverables, including:
    • Future-State Vision
    • Capability Model
    • Target Operating Model
    • Role and Resourcing Framework
    • Transition Roadmap
    • Service Delivery Model Analysis
    • Prepare program reporting materials, including:
    • Status reports
    • Risk and issue logs
    • Decision registers
    • Executive briefing materials

Mandatory Requirements

  • University degree in Business Administration, Health Informatics, Information Technology, or a related field, or an equivalent combination of relevant education and professional experience.
  • 10+ years of Canadian healthcare experience supporting complex, multi-organization partnerships and large-scale healthcare or digital transformation initiatives.
  • 15+ years of consulting experience in strategic planning, business planning, and/or operating model development for complex healthcare or technology transformation programs involving senior executives and multidisciplinary stakeholder groups.
  • 10+ years of government and healthcare system planning, leadership, and program/project management experience related to policy, operations, clinical programs, administration, or technology initiatives.
  • Available to start on the specified project start date.
  • Resume limited to 5 pages and focused on deliverables and scored requirements.
  • Maximum of two submissions per vendor.

Scored Requirements

  • 10+ years facilitating complex multi-stakeholder workshops and discussions, achieving alignment, consensus, and stakeholder buy-in on transformational healthcare or technology initiatives.
  • 8+ years of experience supporting or implementing Clinical Information Systems and other healthcare technology projects within Canadian healthcare environments.
  • 5+ years of experience developing healthcare operating models, including current-state assessments, future-state design, governance frameworks, organizational structures, training strategies, technology enablement, and operating procedures.
  • 10+ years of project/program leadership experience managing multiple concurrent workstreams in large-scale healthcare or digital transformation initiatives, including:
  • Program planning and execution
  • Dependency management
  • Risk and resource management
  • Executive reporting and communications
  • Decision tracking and documentation
  • Stakeholder alignment
  • 10+ years of exceptional verbal and written communication skills, including executive-level presentations, briefing materials, facilitation of complex discussions, consensus-building, and change leadership with senior stakeholders.
  • Fluency in both English and French is considered a strong asset.
