Status: Regular Full Time
Salary Range: Non Union Salary Band I
Hiring Range: $105,754 per annum -$118,974 per annum (plus comprehensive benefits and vacation accrual)
Work Mode: Hybrid; 2 Onsite days per week which can increase based on operational needs * see below for more details about this work mode.
Location: 10 Peel Centre Drive, Brampton, ON; travel within the Region of Peel will be required and access to a vechicle
Hours of work: 35 Hours per week
Who we are: In Housing Supply, we provide community housing providers and private landlords in Peel with the funding and supports needed to participate in the community housing system in Peel.
Reports to: Manager, Housing Supply
Team Structure: In this role you will lead and supervise 1 Specialist.
What you will do in this role: The Advisor provides expert advice and works collaboratively with Housing Services management staff and key housing partners across the organization and within the Peel community in the areas of system program design, policy and the management of emerging housing issues and strategic projects. The Advisor leads the development of strategies, system initiatives and plans to improve and change the system to advance the outcomes of the Peel Housing and Homelessness Plan to ensure affordable housing is available to all Peel Residents and that homelessness is prevented.
- Lead the analysis of housing issues and opportunities, developing innovative program and service design approaches that support Housing objectives and outcomes.
- Conduct research and analyze sector trends, data, and best practices to inform evidence-based decision-making and housing program development.
- Provide leadership and direct supervision to staff, including hiring, coaching, performance management, employee development, and work assignment.
- Facilitate cross-divisional, cross-departmental, and external partner collaboration to advance affordable housing initiatives and leverage organizational expertise.
- Develop and implement frameworks, processes, standards, and tools to support effective housing system planning, program design, and continuous improvement.
- Promote and support the adoption of Housing Services policies, strategies, and key corporate initiatives among internal and external stakeholders.
- Manage housing system initiatives, including project planning, stakeholder engagement, reporting, Council reports, correspondence, and implementation follow-up.
- Monitor and assess developments across all levels of government and the housing sector to identify emerging issues, risks, opportunities, and impacts on Housing goals.
- Provide expert advice and strategic leadership on housing system planning, program design, and innovation.
- Build organizational capacity and foster awareness, knowledge, and participation in program design and continuous improvement practices across the division.
- Engage in partnerships for resource and information sharing purposes.
- Participate in special projects, task forces and other activities in support of program design and development.
- Maintain awareness of the literature and of developments in evidence-informed housing, program design and innovations through literature reviews, contacts with other organizations, attendance at seminars and workshops.
- Participate in the development of housing status reports; produce or oversee the production of reports on program design approaches to affordable housing issues.
What The Role Requires
- A satisfactory Level 1 Criminal Record Check obtained directly from a police station (third-party background checks will not be accepted).
- Relevant post-secondary degree with a minimum 5 years’ experience in program development and design, public policy or equivalent combination.
- Experience in developing strategies and plans for successful execution
- At least 3 years of leadership and/or supervisory experience
- Knowledge and experience with project management and process management methodologies.
- Requires knowledge of the Housing Services Act that directs and supports the role of the Service Manager and other related legislations, funding mechanisms, guidelines etc. that impact housing.
- Knowledge of current and emerging issues related to housing public policy and program design
- Knowledge of Innovation methodologies such as Simplexity, Design Thinking, Human-Centred Design, Systems Thinking, Experience Design, Foresight and Futures Planning
- Knowledge of research techniques relevant to public policy and program development and design
- Knowledge and/or experience in public consultation and facilitation
- Proficient in MS Office applications and Housing System applications.
- Combination of education and experience may be considered

- Excellent oral and written communication skills, including the ability to listen, build relationships, and engage effectively with internal and external stakeholders, partners, and other levels of government.
- Strong facilitation and presentation skills, with the ability to communicate complex information clearly to diverse audiences and represent the position of Housing Services.
- Sound political awareness and acuity, with the ability to navigate sensitive issues using tact, diplomacy, and an understanding of stakeholder interests and decision-making processes.
- Excellent negotiation, influence, and conflict resolution skills.
- Strong organizational and time management skills, with the ability to manage competing priorities, meet deadlines, and deliver results in a fast-paced environment.

Work Mode & Job Location
In this role, you’ll benefit from the flexibility of a hybrid work arrangement that prioritizes meaningful in-person connection. A minimum of two days per week on-site is expected, with additional in-person presence as operational needs evolve. This arrangement allows for a blend of in person and hybrid work that adapts to support both organizational priorities and employee flexibility and is subject to change over time.
It's important to note that your off-site work location must be within the province of Ontario. This ensures that we're compliant with all regulations and policies.
