People Operations Generalist at Horizon Aircraft

Horizon is seeking an open and enthusiastic
People Operations Generalist to partner with our Head of People on recruiting and HR operations. In this role, you’ll support early-stage recruiting, manage relationships with university co-op programs, keep HR policies current and clearly communicated, and support in-house payroll and benefits administration for our team of 50–100 employees. This full-time role is a great opportunity for an organized, detail-oriented HR professional who enjoys wearing multiple hats and thrives working independently in a hybrid environment.
Your Day-to-Day
Recruiting Support
- Review incoming resumes and applications against job requirements
- Conduct initial candidate screenings (phone/video) to assess qualifications and fit
- Coordinate and schedule interviews with hiring managers
- Maintain accurate and up-to-date candidate records in the applicant tracking system (ATS)
- Provide timely communication and a positive experience for candidates throughout the process
University Co-op Program Management
- Serve as the primary point of contact for multiple university co-op and internship programs
- Build and maintain relationships with university career centers and program coordinators
- Manage co-op recruiting timelines, postings, and application cycles across partner schools
- Coordinate onboarding logistics for co-op/intern hires in partnership with internal stakeholders
- Track co-op program metrics and provide periodic updates to leadership
Policy Administration & Employee Communication
- Support the review and updating of HR policies to ensure accuracy and compliance
- Draft clear, employee-friendly communications summarizing policy updates
- Help maintain the employee handbook and internal policy documentation
- Track policy acknowledgments and ensure employees are informed of changes
- Field employee questions related to HR policies and escalate as needed
Payroll & Benefits Administration
- Support in-house payroll processing each cycle by collecting and verifying time, new hire, and change data, preparing it for review and approval
- Maintain accurate employee records in our HRIS and payroll system, including new hires, terminations, and compensation changes
- Set up payroll and onboarding paperwork for co-op and intern hires
- Help administer group benefits, including enrollment, changes, and terminations, in coordination with our benefits provider
- Serve as the first point of contact for employee payroll and benefits questions, escalating complex issues as needed
- Support year-end activities such as tax slips and reconciliations, and assist with audits and compliance reporting
Qualifications
- 3+ years of experience in HR, recruiting, payroll, or a related coordinator role
- Experience with resume screening and candidate interviewing
- Experience supporting payroll processing and/or benefits administration, with working knowledge of payroll deductions and employment standards requirements
- Strong written and verbal communication skills
- Highly organized, with the ability to manage multiple programs and deadlines independently
- Comfortable working in a hybrid environment and collaborating across teams
- Proficiency with ATS platforms, HRIS and payroll systems, and strong Excel skills
- Strong attention to detail and discretion in handling confidential employee, compensation, and candidate information
Preferred Qualifications
- Aerospace industry experience is a significant asset
- Prior experience supporting university co-op or internship programs
- Familiarity with HR policy development or employee handbook management
- Experience with a payroll platform and working with benefits brokers or carriers
- Payroll Compliance Practitioner (PCP) or CPHR designation, or progress toward either
