The Office of the Chief Administrative Officer is looking for a full time Manager of Geographic Information Systems (GIS) to provide strategic and operational leadership for the City of North Vancouver’s enterprise GIS program. The position leads the development, governance and modernization of GIS services, ensuring geospatial data is managed as a strategic corporate asset that supports planning, infrastructure, asset management, emergency management and service delivery across the City, its agencies and the public.
Responsibilities
Reporting to senior leadership, this position responsible for overseeing enterprise GIS platforms, spatial data governance, system integration and emerging technologies, while leading a team of GIS Specialists and GIS Technicians. Working collaboratively across departments, the position enables data-driven decision-making, improves operational efficiency and advances the City’s digital transformation and sustainability objectives. The immediate priority of the position is to increase the value the City realizes from its existing geospatial platforms, data and licensing.
This is a working manager role: in a small team, the position is expected to contribute directly to technical delivery as well as to lead it.
Requirements
You have a Master’s degree in GIS, Geography, Computer Science or a related discipline, together with a minimum of five to seven years of progressively responsible experience in GIS, spatial data or analytics, including leadership and supervisory responsibilities, or an equivalent combination of education and experience. Your background includes experience increasing the adoption and value of enterprise technology platforms, or implementing or modernizing enterprise GIS environments, preferably within municipal government, utilities or infrastructure organizations. You have experience with enterprise GIS technologies, cloud platforms, spatial databases, system integration and data governance, as well as managing budgets, contracts and technology projects.
You have strong knowledge of enterprise GIS, spatial data management and geospatial technologies, with proficiency in ArcGIS Enterprise, ArcGIS Online and field data collection tools. You also have working knowledge of FME, spatial SQL, Python and API-based system integration, and familiarity with Microsoft 365. You understand municipal operations, asset management and public sector governance, and are able to translate complex technical information into practical business solutions.
You are a collaborative and strategic leader with strong project management, organizational and problem-solving skills, and the ability to lead digital transformation and technology modernization initiatives. You are an excellent communicator and relationship builder who can work effectively across the organization, engage diverse stakeholders, and provide sound advice on technical and business needs. You bring strong analytical, financial and strategic planning skills and are comfortable balancing operational priorities with longer-term organizational objectives.
A professional GIS or project management certification would be considered an asset. Experience working collaboratively with Indigenous communities, including supporting Indigenous engagement and data governance, would also be an asset.
Compensation
We offer an attractive remuneration and benefits package for this exempt position, including a compressed work schedule. The salary range is $128,520-$151,200 annually (2026 rates).
