The Victoria Cool Aid Society (Cool Aid) provides affordable housing, emergency shelters, primary health and dental care, nutritious meals, and wellness programs such as recreation, employment, and volunteer opportunities. With your support, the staff helps more than 12,000 people annually at 17 locations in Victoria, Saanich, and Langford. Cool Aid houses and supports more people who have been homeless in their community than any other organization on Vancouver Island.

Job Summary

The Manager of Capital Projects is responsible for the planning, coordination, and execution of major capital construction and renovation projects across Victoria Cool Aid Society’s portfolio. They work within a multi-disciplinary team to achieve project goals, as well as participate in managing commercial leases and overseeing vendor contract administration for Victoria Cool Aid Society. This role ensures that projects are delivered on time, within budget, and meet quality and compliance standards.

Position’s Primary Objectives

To lead capital construction and renovation projects from planning to completion, aid in managing commercial leases, as well as vendor contract administration. Works closely with various internal and external interest groups, and consultants to ensure alignment with organizational goals, budgets, and timelines.

Responsibilities include but are not limited to:

  • Develop and manage project plans, timelines, and budgets for multiple and concurrent capital improvement projects of varying degrees of scope and complexity.
  • Collaborate with internal teams, contractors, architects, and other stakeholders to ensure project objectives are met.
  • Monitor project expenditures and ensure projects are completed within budget.
  • Update Capital Plans for each property owned and/or operated by Victoria Cool Aid Society.
  • Collaborate with internal teams to ensure Building Condition Assessments are being kept up-to-date.
  • Provide consultant and contractor oversight of capital projects through completion.
  • Coordinate the hiring of engineers and other professionals to complete detailed system, site and energy studies. Support onboarding and tenanting of new projects and oversee the resolution of deficiencies.
  • Main point of contact for commercial real estate partner in identifying and developing commercial lease agreements.

Qualifications (minimum Education And Experience Requirements)

  • Bachelor’s degree in engineering, architecture, urban planning, or urban land economics; a master’s degree is considered an asset.
  • At least five (5) years of relevant experience in real estate development and capital projects.
  • Three (3) years’ experience leading or managing real estate development and capital projects
  • Three (3) years’ experience coordinating development project approvals.
  • Capital plan development experience is an asset.
  • Work experience in a related field.
  • Experience in the non-profit housing or social services sector is an asset.
  • An equivalent combination of education and experience may be considered

Requirement

  • Successful completion of the Ministry of Public Safety and Solicitor General Criminal Record Check.

Job Information

  • Salary: $90,542.40 annually
  • Work Location: Central Services Pandora - 749 Pandora Ave.
  • Work Schedule: Monday to Friday, 8:30 AM to 4:30 PM, with participation in a rotating on-call schedule
  • Weekly Hours: 40
  • Union: Exempt
