Our Financial Management Department is looking for a dedicated Manager, Capital & Corporate Finance, to join the team.
Position Responsibilities
Reporting to the Director, Financial Management, the Manager, Capital & Corporate Finance, provides strategic leadership and oversight for the City’s corporate asset management program, treasury function, debt and investment portfolios, asset accounting, deferred revenues, grant reporting, Asset Retirement Obligations, and Enterprise Asset Management System.
As a key member of the Financial Management leadership team, you will play an important role in supporting the stewardship of municipal assets and financial resources. Through financial oversight, analysis, and strategic recommendations, you will help inform decisions related to capital planning, infrastructure investment, reserve strategies, and long-term financial sustainability.
This position leads a team of accounting professionals and works collaboratively across the organization to support effective asset management practices, financial compliance, and informed decision-making.
Position Responsibilities
- Lead the City's Corporate Asset Management Framework and Enterprise Asset Management System.
- Support capital planning, infrastructure funding strategies, and long-term financial sustainability.
- Oversee treasury operations, including cash flow management, debt and investment portfolios, and financing strategies.
- Lead financial reporting and oversight for the City's infrastructure assets, capital funding programs, and related financial activities.
- Ensure compliance with Public Sector Accounting Standards (PSAS), legislation, and internal controls.
- Provide analysis, advice, and recommendations to senior leadership and Council.
- Lead, mentor, and develop a team of accounting professionals.
Qualifications
- CPA designation in good standing with a provincial or territorial CPA body in Canada.
- Minimum five years of progressive experience in finance, accounting, treasury management, capital planning, financial reporting, and financial analysis.
- Proven leadership experience and strong knowledge of Public Sector Accounting Standards (PSAS).
Assets include: municipal government experience, Enterprise Asset Management System experience, experience supporting executive-level decision-making, and CAMP or PMP designations.
Hours
The standard workweek consists of an average of 40 hours, with the specific schedule being determined by the immediate supervisor.
Compensation
Salary range of $58.79 to $75.98 per hour as per the Out-of-Scope Agreement.
