The Office of the Chief Data Officer (OCDO) is TD Bank's leading authority on the governance and management of data and is part of TD's Operational Risk Management organization. We have the tools, processes, and mandate to leverage TD's data to become the bank of the future and we’re looking for transformative leaders to help us make that happen.

The AVP, Enterprise Data Lifecycle Management will be responsible for driving strategic data initiatives to achieve mission-critical advances in data management and is jointly accountable for delivering business results. This leader will work in close partnership with other executive control partners, technology, and the Data Steward community across all the lines of business and lead a high performing specialized team.

Job Requirements:

This is a senior role with high expectations. Our ideal candidate holds over 10 years of experience in a data management role, preferably within the context of data lifecycle management from a global financial services institution.

The successful candidate should have expertise in Records Management, lead DLM transformation at similar Financial Services organization, and can articulate benefits to Business Executives.

Technical Competencies

  • Expert in Canadian and US regulatory, tax and legal requirements related to data retention, legal hold and eDiscovery process

  • Deep understanding and hands-on experience implementing enterprise-level data management tools.

  • Extensive experience in leading and designing complex data-intensive applications.

  • Experience implementing a variety of information systems and data files, including large and complex files from various types and sources of financial institution information

  • Experience in advising on data, data policies, risk assessments and implementing frameworks and key levers that deliver superior results

Business Acumen

  • Working knowledge of general banking / consumer finance products, policies and operations.

  • In-depth industry knowledge, including current big data trends and challenges globally

  • Ability to create business cases and explain the business value of projects

Relationship Building and Communications

  • Excellent client relationship skills at the project leadership level, demonstrated effective teamwork, and a track record of consistently exceeding goals

  • Proven ability to communicate effectively at senior levels, build deep relationships with various business groups

  • Experienced with working in both a technical and business context and able to translate technical concepts into easy to understand business language

Educational Requirements

  • BSc or BComm required; MSc or MBA considered an asset

Job Description:

As a senior leader within the Office of the Chief Data Officer, the successful candidate is responsible for driving strategic data initiatives to achieve mission-critical advances in data lifecycle management and is jointly accountable for delivering business results

  • Define Enterprise DLM Strategy and Roadmap

  • Maintain the Enterprise Retention Policy and Standards; define expectations for the Adherence program

  • Champion and promote awareness of DLM Policy and benefits across the Bank

  • Develop Enterprise Business Taxonomy and Business Glossary

  • Evolve DLM Program Governance and reporting functions

  • Develop DLM training and onboarding material

  • Develop Enterprise Master and Reference Data program

Leadership of the Enterprise Data Lifecycle Management (EDLM) Group

  • Source, develop and nurture data focused talent for the organization

  • Build, oversee and manage the EDLM team and its day-to-day operations. This team is expected to remain small in size (<5) but have deep EDLM skills that will be leveraged by the rest of the OCDO and bank

  • Coordinate with various enterprise control partners and LOBs to define a bank-wide records retention policy & related standards

  • Define the Data Lifecycle Management processes, tools and adoption approach for the bank, as well as an implementation/rollout plan

  • Sponsor Enterprise DLM Program to implement and operationalize Enterprise retention standards

Build Data Lifecycle Management Capabilities

  • Provide leadership, support and guidance for Lines of Business and Corporate Functions (Business) and key enterprise programs in partnership with Data Governance and Technology Solutions where applicable

  • Develop, publish and evolve EDLM Toolkits, Operating Models, Processes and Procedures

  • Serve as a SME to mature the Enterprise Data Strategy

  • Develop and track quantifiable value proposition for Enterprise Data Lifecycle Management capabilities

  • Advise and review LOB specific DLM retention standards for adherence to Enterprise policy

  • Establish key metrics and reporting processes to measure DLM policy effectiveness and adherence

Create and Deliver against a DLM business case and program governance structure to drive out:

  • Enterprise Record Retention Policy & Standards

  • Improved Vendor Management records retention, seeking to reduce overall operational expense

  • Improved storage management of electronic records, seeking to reduce overall operational expense

Establish strong working relationships with a diverse set of businesses & functions across the bank; including but not limited to: TRMIS, Privacy, Information Technology, Legal, Compliance and all lines of business globally.

Establish and implement continuous improvement processes related to the full Data Lifecycle Management capability across the enterprise.

Develop a strategy and implementation plan for the Master and Reference Data Management program.
