Job Description

We are seeking premier talent to join Seaspan Victoria Shipyards team and work alongside others who complete project plans and share a passion in ship repair strategies.

The Program Controls Specialist is responsible for developing and managing the Earned Value Management System and budgetary information, related dashboards and repetitive periodic reports. The Specialist collaborates with program directors and various department leads to maintain EVMS and project reporting. You will be responsible for leading portfolio performance analysis of ship repair programs/new-build support program.

You will have strong influential, interpersonal, and communication skills, including the ability to connect with others with tact and subtlety. Using your great personal skills, you will be able to stay focused on customer service and compliment this with a demonstrated desire to establish relationships that cultivate trust and dedication.

Note: Due to business needs, this position is required to be fully on-site based at Victoria Shipyards.

What You'll Do

  • Provides support for monthly forecasting to ensure most current Earned Value information is built into consolidated forecasts.
  • Leads the Reconciliation Process to ensure Performance Measurement Baseline aligns to Estimating cost model and/or differences are understood.
  • Contributes to the development of Project Controls Processes and Procedures to support overall Project Controls Systems architecture.
  • Assists in the development of Business Intelligence reporting to enhance project operational understanding/requirements in support of Earned Value Management analyses process
  • Manages Project Management Baseline Change Process in support of Earned Value Management change process
  • Identifies and supports implementation of EVMS software and database functionality
  • Leads EVMS initiatives for material and subcontractor accounts and CAM training
  • Proactively develops and maintains reporting tools, aligned with evolving business needs.
  • Develops and implements data maintenance processes and procedures to support/enable accurate reporting.
  • Collect and communicate project performance data and comments from Control Account Managers
  • Assists the project management team in presenting and explaining program metrics.
  • Provides support to Programs on annual budget and interim forecasts.


What You'll Bring

  • A bachelor’s degree in Engineering, Business or Finance. Trades Certificate combined with sufficient and relevant work experience may be considered.
  • 7 years of experience in Project Management, business/financial analysis working in a complex multi-project or program environment.
  • Ability to gather and synthesize data into meaningful metrics and interpret and convey results to a broad audience in simple terms.
  • Eligible for NATO Secret Clearance and Controlled Goods clearance.
  • Proficient in Power-BI and SAP Business Intelligence.
  • Knowledge of EVMS principles and their application in monitoring, reporting and controlling work activities.
  • Knowledge of ship/submarine repair & overhaul experience will be considered an asset.
  • Member of Project Management Professional Body (PMI) is an asset.
  • Knowledge of Agile/Kanban methodologies would be an asset.
  • Knowledge of Primavera P6 would be an asset.
  • Strong problem solving skills, analytical abilities and interpersonal skills.
  • Excellent communication skills both written and verbal.

The estimated salary for this position is $90,000 - $110,000. In determining final salary, Seaspan considers many factors including the successful Candidate’s skillset and experience as well as position location and internal equity. The final base salary offer will be at the Company’s sole discretion and presented as part of a competitive total compensation package.

This position may involve defense articles and/or technical data regulated by the U.S. International Traffic in Arms Regulations (“ITAR”) and the U.S. Arms Export Control Act.
