The County of Hastings is currently accepting applications for a Temporary Full-time Policy and Planning Coordinator with our Community & Human Services Department. This position provides leadership, project management and support for collaborative planning processes within the Community and Human Services Department and the broader community with service providers, community partners, related service networks and other Ministry and community planning bodies. The Coordinator is responsible for undertaking community development initiatives intended to promote cross-sector collaboration, service integration and enhanced community resources and capacity building.

Program Delivery and Reporting

  • Administer and manage agency service agreements under the Social Assistance Reinvestment (SAR) funding. Ensure that agreements are fulfilled including preparation of budget and service schedules, letters of agreement, and/or other financial documents and correspondence as required. Attend Annual General Meetings and prepare recommendations to Community and Human Services Committee.
  • Manage the Vital Services By-law which includes communications with internal and external stakeholders as well as complete all relevant documentation in accordance with case specific timelines.
  • Manage and coordinate the Enumeration process defined by the Ministry of Housing. Coordinate with community organizations and oversee project completion including community engagement and support for the completion of the Enumeration report to the Ministry of Housing which is required bi-annually.
  • Oversee the Point in Time (PiT) count as defined by the federal Reaching Home program in partnership with local community organizations who will complete the project and report to the Coordinator.
  • Develop and oversee poverty reduction and homelessness activities in accordance with Hastings County and the Community and Human Services Strategic Plan, and Community Investment Review guidelines.
  • Lead, strengthen and/or support Ministry and community initiatives that complement and align with the Community and Human Services Department. Represent the department within the community, maintaining an active role in committees and working groups that reduce poverty, prevent homelessness and assume a facilitative role in issue resolution. (i.e. Poverty Roundtable)
  • Lead and direct new community planning initiatives including the identification and application of innovative program and partnership strategies (i.e. Research available funding and complete applications as necessary).
  • Responsible to establish, monitor, and provide administrative support to the activities of the Community Advisory Board including the development of the annual Belleville Community Plan on Homelessness.
  • Further develop, update and distribute Community Service booklets annually.
  • Administer the Reginald E. Tucker Award annually, recruit the program, meet with candidates, coordinate the competition process and liaise with the successful student and Loyalist College throughout the year.
  • Research and prepare reports on relevant and varied topics for program Managers and Director.
  • Active member in the Emergency Response On-Call process. Help coordinate and provide direction to front-line staff in response to an emergency.
  • Other relates duties as assigned

Leadership

  • Assist and liaise with the Executive Committee of the Community and Well Being Safety Committee. This includes the supervision of the Situation Table Co-Ordinator.
  • Lend support to all new and ongoing departmental program initiatives. Prepare Expressions of Interest, Requests for Proposals, committee recommendations, agendas, attend meetings and record minutes at meetings and participate in recruitment and selection processes as required by the Director. (i.e. Ten Year Housing and Homelessness Plan, Home for Good Project, Implementation of EarlyON Child and Family Centres, and Homelessness prevention Program (HPP).
  • Lead representative for the Canadian Alliance to End Homelessness (CAEH), Built For Zero (BFZ); while co-leading HIFIS (Homelessness Individuals and Families Information System), Coordinated Access and chairing related meetings.

Finance

  • Provide advice, direction and guidance to contracted service providers to ensure that services are provided in a cost effective, responsive manner in accordance with program guidelines, applicable legislation and County policies.
  • Coordinate and facilitate the funding allocation process for the Homelessness Prevention Program (HPP) and Reaching Home Partnering Strategy (HPS) in partnership with the Community Advisory Board. Prepare, review, score and award Request for Proposal submissions, negotiate funding, and service delivery levels. Review and monitor quarterly and year end data reports.
  • Assist with the development of RFP’s , Services contracts, and recommendations to Committee for the Homelessness Prevention Program (HPP).
  • Coordinate and assist with the after-hours emergency homeless program and monitor budgets, approvals and collection of statistical data. When required prepare Requests for Proposals, service agreements communications and updates in support of the project.
  • Administrative lead for the Community Grant and Community Investment annual application process.

Health And Safety

  • Protect own health and the health and safety of others by adopting safe work practices and reporting unsafe conditions immediately. Follows all guidelines for employees and employers as legislated under the Ontario Occupational Health and Safety Act.

Minimum Qualifications

  • Three-year University Degree in Business Administration, Public Relations or related Human Services discipline.
  • Must maintain a satisfactory Criminal Record Check (CPIC)
  • Three years municipal government experience.
  • Advanced proficiency with Microsoft Office applications, including Outlook, Word, PowerPoint and Excel.
  • Excellent oral, written and interpersonal communication skills.
  • Project management, including report writing and ability to successfully prepare and administer funding applications.
  • Ability to assess situations and utilize critical thinking and problem-solving skills.
  • Demonstrated ability to establish and maintain effective working relationships with all levels of staff, members of the public, elected officials and organizations.
  • Excellent organizational, attention to detail, and time management skills.
  • Knowledge and application of mathematical calculations, statistical compilation, and business practices.
  • High level of initiative, resourcefulness, and independent judgment.
  • Ability to analyze situations and needs then conduct thorough and timely research to retrieve and compile pertinent information

Hours Of Work

  • Normal hours of work are Monday to Friday, 8:30 a.m. to 4:30 p.m. (35 hours/week).
  • Occasional overtime may be required for project completion.
  • On-Call Requirements

WAGE RANGE: $45.15 - $52.82 per hour + 6% vacation per pay + 14% in lieu of benefits
