On behalf of our client in the public sector, Procom Consultants Group is currently searching for a Change Management Lead.


Change Management Lead Job Description:

Under the direction of the Director, Business Planning & Change Management (BP&CMO), the Senior Change Management Lead will be responsible for ensuring the quality and integrity of the ED360 program based on the ED360 roadmap that encompasses business, data, technology, change management and overall communications while adopting proven change management practices.

  • Working collaboratively with project lead, project sponsor and other project teams, the Senior Change Management Lead’s services will specifically include, but not be limited to, the following:
  • Applies a broad knowledge of proven change management practices, and leverages Prosci change management processes and tools to create and implement change management strategies and plans that maximize employee adoption and usage and minimize resistance.
  • Reviews business requirements to ensure a full understanding of project and organizations expectations.
  • Designs, develops, manages and documents the project’s change management activities throughout the project lifecycle.
  • Performs a full range of change leader responsibilities, including but not limited to: stakeholder engagement, discovery and planning, implementation, reporting, identify learning needs, identify communications needs, documentation and knowledge transfer.
  • Identifies any potential risks as identified by workstream and escalates as required.
  • Verifies all changes to ensure effective resolution of reported issues.
  • Identifies change management quality issues, opportunities, risks and constraints.
  • Provides validation and analysis of all reported issues before seeking resolution.
  • Provides ongoing detailed time tracker updates to contract manager throughout contract lifecyle.
  • Provides expert change management advice.

The Change Management Lead will also be available to offer mentoring and support with other change initiatives in support of client's operational activities and other ongoing or new engagements.


Change Management Lead Mandatory Skills:

  • Post-secondary education in a relevant discipline (i.e., Business Administration, Technology; Policy, Strategy, Business Development, Organization Development) or an equivalent combination of education and/or experience. Formal change management accreditation is an asset.
  • Must possess a minimum of 5-10-years' experience leading organizational change management activities leveraging Prosci change management methodology in leading teams through large, complex, transformational change.
  • Previous experience in leading and implementing Change Management for Enterprise Data related programs/projects will be preferred. This includes experience related to successful change management / adoption of enterprise wide, transformational data strategy, data management, data governance, data literacy and data analytics for broad technology changes.
  • Knowledge of data domain: This includes data governance, data quality, and data management principles is preferred.
  • Considerable experience providing advice and consultation to senior leadership.
  • Preferred qualifications include master’s degree; PROSCI certification; background in executive coaching and business development.
  • Senior Change Management leadership experience in a public sector or regulatory environment.
  • Proven ability to develop and provide ongoing detailed time tracker updates to contract manager and senior program manager throughout contract lifecycle.
  • Comprehensive knowledge and understanding of the application of change management processes, including complexity, culture, risk, readiness and other assessments, stakeholder identification, analysis, and engagement, change communication planning, and training strategy development.
  • Proven ability to provide day-to-day oversight of enterprise-wide change management strategy and plan, providing strategic consultation and advice, assessing, analysing, and developing plans, to actively deliver on the plan
  • Strong inquiry and analytical skills to conduct robust change impact and needs assessments and to identify change impacts and prepare plans to help people embrace the changes that are identified throughout the project(s) lifecycle. (e.g., documents communication plans, training plans, champions plan, etc).
  • Demonstrated experience in identifying learning and development needs, ability to collaborate with Learning Team to design training programs, and ability to collaborate directly with Learning Lead to integrate change management principles into materials and delivery
  • Ability to define adoption metrics based on project priorities, and develop mechanisms to track those metrics, and gather data to prepare status reports to demonstrate results.
  • Ability to proactively plan, oversee, monitor and document the work of the communications lead and training lead, for quality and compliance, to ensure results meet specified standards and requirements in support of change management strategies and are aligned to the broader goals of the project(s).
  • Experience engaging with senior leaders as sponsors for change initiatives and support internal stakeholders to monitor change progress, track, and report issues, and analyse success metrics.
  • Proven ability to partner with other workstream leads to support work with executives, industry leaders and other stakeholders, providing change management expertise and consultation.
  • Advanced interpersonal and communication skills to advise and consult with executives and leaders at all levels on change practices and processes.
  • Proven planning and organizational skills with ability to lead complex, transformational change management needs from discovery and planning through to implementation and sustainment.
  • Proven problem solving and decision-making skills to deal with resistance during planning and implementation, including the ability to adapt to changing priorities and business needs.
  • Solid leadership, development, and team building skills to perform the full scope of supervision with supporting team(s).
  • A skilled influencer, with the ability to bring different stakeholders together with the adoption of change best practices to achieve a common goal


Change Management Lead Start Date:

Early December or Earlier 2024


Change Management Lead Assignment length:

24 Months with possible long extensions


Change Management Lead Work Location:

Client operates within a Hybrid work environment. The individual will be required to be in the office (on-site) on a regular basis due to the nature of the business requirements. (for example: during key milestone events, team meetings etc.). The services must be performed during the core client's workday (between 8am to 5pm Pacific Time).
