Overview
The Department is accountable for organizational planning, project management and portfolio governance. The Strategy, Project Management & Change Office is responsible for establishing, implementing, and governing effective new enterprise change management practices.
Under the direction of the Director, the Project Manager’s role is to lead, oversee and ensure the successful delivery and management of single or multiple projects, throughout the OEB, with a focus on HR strategic projects. The project manager must do this within scope, to a certain quality, and within time and cost constraints. These factors may be clearly defined or may require dynamic change management to deliver business value.

Under the direction of the Director, the Project Manager’s role is to lead, oversee and ensure the successful delivery and management of single or multiple projects, throughout the OEB, with a focus on HR strategic projects. The project manager must do this within scope, to a certain quality, and within time and cost constraints. These factors may be clearly defined or may require dynamic change management to deliver business value.
Responsibilities
- Implement and coordinate the Ontario Energy Board project management program by promoting, educating stakeholders, and delivering defined processes and templates.
- Ensure all projects are following the Project Management Framework and support them in the Change Management Framework as applicable.
- Monitor and guide projects in the Corporate Portfolio through the phases of the projects’ lifecycle.
- Review all project business cases, scope documents and plan summaries for completeness and measurable project goals.
- Analyze project proposals to determine time frame, funding limitations and appropriate process for accomplishing projects.
- Identify and schedule project deliverables, milestones, and required activities and tasks.
- Assign duties and responsibilities to project personnel and define the scope of their authority.
- Perform risk assessment and implement mitigation plans.
- Partner with HR Division in providing project management support on confidential labour relations matters, other related HR Projects of a sensitive and confidential nature.
- Develop procedures and coordinate responses to correspondence and action requests, ensuring that OEB policies, positions and timelines are observed.
- University degree in Business Administration, Human Resources, Information Technology, Finance, Economics, or related discipline.
- 5 years’ experience working in project management applying project management methodologies, influencing and negotiating with project stakeholders.
- 5 years’ experience working in project management, applying project management methodologies in a similar environment, and working in a regulated industry or public utility setting. Prefer Project Management certification (PMP/Prince 2)
- Proficient in Microsoft Office (Excel, Word, PowerPoint, MS Project, Project for the Web)
