The Office of the Deputy Chief Administrative Officer is seeking a dynamic Manager of Civic Engagement committed to processes that build trust with community, increase transparency, and improve access to government. This leadership position is part of a strong team with a service-driven culture where each day presents fresh challenges and opportunities to tangibly impact the lives of City of North Vancouver’s residents, businesses, partners and visitors.

Responsibilities

Reporting to the Senior Manager, Communications and Engagement, you are a seasoned knowledge keeper helping ensuring all CNV public and interest holder engagement achieves the standards and commitments outlined in our forthcoming Engagement Framework. You are a collaborator who can facilitate strong working relationships with other City divisions, partner agencies, consultants and external interest holder organizations. And you are an inspiring leader who can mentor and supervise a growing team of engagement advisors, as well as project manage delivery of complex city-wide programs and initiatives.

You will oversee the creation and implementation of public and interest holder engagement strategies and activities; managing survey design, quantitative and qualitative analysis including all reporting to Council on CNV engagement processes; developing and providing timely engagement capacity building and training for staff; developing programs and opportunities for increased public participation; managing CNV’s digital engagement tools and platforms; ensuring CNV processes are inclusive and accessible to all with a focus on equity-deserving communities; managing the work of external suppliers and CNV’s preferred suppliers; and ensuring performance measurement and evaluation of processes aimed at continuously enhancing service delivery to improve trust and confidence between government and people.

Requirements

Your qualifications include: a degree in communications, planning, policy or public administration; IAP2 certification and/or certification in dialogue; a minimum of five years in a supervisory capacity, preferably in a municipal or public sector environment working with unionized staff; experience leading engagement processes for government or inter-governmental agencies; and understanding of digital technologies for promoting public participation. You will also have demonstrated interpersonal and leadership skills and thrive in a fast paced environment. Considerable background in strategic communications planning, facilitation, community outreach, and excellent written communications are an asset.

Compensation

We offer an attractive remuneration and benefits package for this exempt position, including a compressed work schedule. The salary range is $119,964 – $141,132 annually (2024 rates).
