Would you like to be a key contributor for generational projects that will shape transportation in Edmonton? We are currently in a position to grow our team through the addition of an Engineering Project Manager.


The LRT Expansion & Renewal Branch is responsible for the effective and efficient delivery of LRT capital projects such as Metro Line, Valley Line and Capital Line. The Branch is guided by and aligned with Council’s strategic goals, The City Plan, and numerous other Council approved policies and initiatives. The direction set by these strategic plans, priorities, and policies have culminated in a commitment to create a compact and more integrated urban environment, and establish an integrated mass transit network that connects people to destinations. In contribution to this vision, the LRT Expansion & Renewal Branch is currently overseeing approximately $6 billion in LRT expansion projects.


The Engineering Project Manager for the Expansion and Renewal Programs is responsible for providing technical and project management support for LRT projects.


What will you do?


Project Management and Execution:

  • Manage the planning & design and/or delivery for infrastructure projects including operational/strategic initiatives, resource and financial management
  • Review and prepare feasibility studies, master plans, functional programs and design reports, drawings and specifications, as well as operation and maintenance reports and manuals
  • Define the project goals, objectives and planned deliverables in order to fulfill the requirements of the Strategy and Operate Business Partners and Project Sponsors
  • Manage, monitor and report project milestones through detailed plans and schedules, ensuring the project is on budget, on schedule, and within the defined scope and quality
  • Perform all activities related to thorough risk management for all projects
  • Contribute to the design, implementation and continuous improvement of project management processes and practices
  • Contribute to the development and maintenance of engineering knowledge, including participation and leadership in technical society and research/education work
  • Implement robust public/stakeholder engagement processes and activities, working in collaboration with Communications
  • Document all project activities in accordance with the Project Management methodology, City policies, processes and procedures, as well as regulatory and legislative requirements
  • Manage the procurement and contract processes, including tender documents, review of proposals/bids, and make recommendations for acceptance
  • Direct and coordinate the work of consultants and contractors
  • Maintain effective communication with senior management and key stakeholders on project status, issues and milestones


Engineering:

  • Review and approve, as required, the design and delivery of work performed by engineering consultants
  • Develop or ensure appropriate specifications and standards are developed and/or used based on expert technical expertise and management of engineering specialists
  • Participate in the mediation of complex issues involving internal staff and external stakeholders including the public, contractors and consultants.


Safety and Environment Management:

  • Perform all work in accordance with the Branch's Occupational Health & Safety Program and EnvISO - Environmental Management System (ISO 14001)


Leadership:

  • Lead multi-disciplinary teams consisting of consultants, contractors, clients and stakeholders
  • Engage and support staff in developing action plans to enhance communication, solve problems creatively, promote integration and support excellence


Qualifications:

  • Bachelor’s Degree in Mechanical, Electrical, or Civil Engineering
  • Minimum of four (4) years of a combination of engineering and project management experience
  • Must be a Professional Engineer (P.Eng) in good standing and registered with APEGA. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment


Skills required for success:

  • Strong technical skills in construction processes related to civil, structural, LRT systems, mechanical, and/or electrical disciplines
  • Demonstrable project management skills including an understanding of project management methods and techniques (PMBOK best practices)
  • Demonstrated experience working with multi-disciplinary teams in the delivery of projects
  • Proven planning, organizational and problem solving skills
  • Experience developing and implementing public engagement processes
  • Strong conflict resolution and negotiation skills with experience in solving complex and sensitive issues
  • Strong verbal and written communication skills, including report writing and presenting
  • Demonstrated ability and willingness to develop strong relationships and work in a collaborative, integrated manner
  • Experience managing and working with external consultants
  • Ability and willingness to delegate and empower others
  • Working knowledge of relevant codes, legislation, regulations, policies and procedures (OH&S, Environmental, Builders Lien Act, etc.)

Assets:

  • Coursework/training in project management; financial management; or other leadership training


Conditions of Employment:

  • Valid Alberta Class 5 driver's license (or provincial equivalent). Must obtain business auto insurance for personal vehicle use on City business

  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite .
